【摘要】：我國(guó)目前大規(guī)模的工業(yè)化和城鎮(zhèn)化進(jìn)程,由于原有的城鄉(xiāng)二元體制,造成了鄉(xiāng)村的留守化和空洞化。在社會(huì)治安秩序方面表現(xiàn)為,一些新型弱勢(shì)群體出現(xiàn),成為社會(huì)治安秩序變遷中的易受害者;另外,一些破壞因素得到成長(zhǎng)空間,一些新的違法犯罪形式開始出現(xiàn)。面對(duì)這一新的社會(huì)治安現(xiàn)實(shí),加強(qiáng)國(guó)家對(duì)于制度規(guī)范的供給和農(nóng)村警務(wù)建設(shè)、利用利益機(jī)制引導(dǎo)村民參與治安秩序重建等來再造鄉(xiāng)村秩序已經(jīng)迫在眉睫。
[Abstract]:At present, the process of large-scale industrialization and urbanization in our country, due to the original urban-rural dual system, has resulted in the retention and cavitation of the countryside. In the aspect of social security order, some new vulnerable groups appear and become the easy victims in the change of social security order; in addition, some destructive factors are growing up, and some new forms of illegal crime begin to appear. In the face of this new reality of social security, it is urgent to strengthen the supply of institutional norms and the construction of rural policing, and to use the interest mechanism to guide villagers to participate in the reconstruction of public order.
