【摘要】：近年來(lái),城市連環(huán)恐怖襲擊事件頻發(fā)。處置此類(lèi)事件,必須實(shí)施聯(lián)合行動(dòng),充分發(fā)揮各力量的優(yōu)勢(shì),形成整體的處置合力。要提高聯(lián)合處置效能,應(yīng)優(yōu)化聯(lián)合情報(bào)機(jī)制,加強(qiáng)聯(lián)合研判,及時(shí)預(yù)警,注重加強(qiáng)處置行動(dòng)過(guò)程中的情報(bào)保障;健全聯(lián)合應(yīng)急指揮體制,簡(jiǎn)化指揮層次,提高指揮速率,明確現(xiàn)場(chǎng)先期應(yīng)急指揮的第一責(zé)任人,轉(zhuǎn)換指揮思維,實(shí)施靈活有序的指揮;強(qiáng)化城市秩序聯(lián)合管控,封戰(zhàn)一體、管打結(jié)合,加強(qiáng)宣傳安撫,穩(wěn)定民眾心理,為處置行動(dòng)創(chuàng)設(shè)有利的社會(huì)環(huán)境。
[Abstract]:In recent years, city serial terrorist attacks occur frequently. To deal with such incidents, joint action must be carried out to give full play to the advantages of all forces and to form the overall disposal force. In order to improve the effectiveness of joint disposal, we should optimize the joint intelligence mechanism, strengthen joint research and judgment, timely early warning, and pay attention to strengthening the information protection in the course of disposal operations. Perfect the joint emergency command system, simplify the command level, improve the command speed, make clear the first person responsible for the first emergency command on the spot, change the command thinking, and carry out the flexible and orderly command; We should strengthen the joint control of urban order, seal the battle, combine the management and fight, strengthen propaganda and placation, stabilize the public psychology, and create a favorable social environment for handling actions.
