【摘要】：網(wǎng)絡(luò)信息技術(shù)的發(fā)展,將人類帶入了網(wǎng)絡(luò)信息化的大數(shù)據(jù)時(shí)代,為人類的生存和國(guó)家的發(fā)展開拓了新領(lǐng)域。在這樣一個(gè)新興的空間領(lǐng)域,網(wǎng)絡(luò)信息拉近了國(guó)家與國(guó)家、政府與政府、社會(huì)與社會(huì)、人民與人民、政府與社會(huì)、政府與人民以及社會(huì)與人民之間的距離,促進(jìn)了國(guó)際交流、社會(huì)發(fā)展和文明進(jìn)步的進(jìn)程。但與此同時(shí),也滋生了網(wǎng)絡(luò)霸權(quán)主義、網(wǎng)絡(luò)主流意識(shí)形態(tài)碰撞、網(wǎng)絡(luò)文化亂象等安全問(wèn)題。因此,網(wǎng)絡(luò)空間安全問(wèn)題受到國(guó)內(nèi)外各學(xué)科領(lǐng)域?qū)＜覍W(xué)者的普遍關(guān)注,對(duì)于網(wǎng)絡(luò)空間安全管理模式的探索也一直在持續(xù)。本文以IOS管理模型為原型,將管理模式引入網(wǎng)絡(luò)空間安全領(lǐng)域,以管理理念、管理主體、管理系統(tǒng)和管理方法為四個(gè)基本要素構(gòu)建出網(wǎng)絡(luò)空間安全管理模式的基本框架。并以此為基礎(chǔ),展開對(duì)我國(guó)現(xiàn)存網(wǎng)絡(luò)空間安全管理模式各個(gè)構(gòu)成要素的研究、分析利弊,發(fā)現(xiàn)我國(guó)現(xiàn)存的網(wǎng)絡(luò)空間安全管理模式并不適用于瞬息萬(wàn)變的網(wǎng)絡(luò)空間。本文試圖借鑒國(guó)外成熟的網(wǎng)絡(luò)空間安全管理模式經(jīng)驗(yàn),充分順應(yīng)網(wǎng)絡(luò)空間的天然特征、遵循網(wǎng)絡(luò)空間的發(fā)展規(guī)律,將網(wǎng)絡(luò)空間安全管理的時(shí)代要求和中國(guó)特色社會(huì)主義理論相結(jié)合,創(chuàng)建出一種適合我國(guó)國(guó)情的網(wǎng)絡(luò)空間安全管理模式,即“政府引領(lǐng)下的自由協(xié)作”管理模式。運(yùn)用該模式對(duì)網(wǎng)絡(luò)空間安全進(jìn)行管理,是要在中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)下,設(shè)立專門的管理機(jī)構(gòu),各級(jí)政府及其相關(guān)部門在思想上、行動(dòng)上協(xié)調(diào)一致相互配合,與此同時(shí)充分依靠行業(yè)組織和廣大人民群眾,積極調(diào)動(dòng)行業(yè)組織和人民群眾的主觀能動(dòng)性,綜合運(yùn)用法律、行政、社會(huì)、教育、文化以及倫理道德等多種手段,順應(yīng)網(wǎng)絡(luò)空間自由、開放、平等等天然特征,有的放矢,因地制宜,為構(gòu)建出一個(gè)安全、文明、和諧、穩(wěn)定、自由、民主并不斷發(fā)展的網(wǎng)絡(luò)空間而努力。
[Abstract]:The development of network information technology has brought human beings into the era of big data, which has opened up a new field for the survival of human beings and the development of the country. In such an emerging field of space, network information has brought the distance between countries, governments and governments, societies and societies, people and people, governments and societies, governments and people, and society and people closer to each other, facilitating international exchanges, The progress of social development and progress of civilization. But at the same time, network hegemonism, network mainstream ideology collision, network culture chaos and other security issues. Therefore, the issue of cyberspace security has received widespread attention from experts and scholars in various disciplines at home and abroad, and the exploration of cyberspace security management mode has been continuing. This paper takes the IOS management model as the prototype, introduces the management mode into the cyberspace security field, and constructs the basic framework of the cyberspace security management mode by taking the management idea, the management subject, the management system and the management method as the four basic elements. On the basis of this, the existing cyberspace security management mode in China is studied, and the pros and cons are analyzed. It is found that the existing cyberspace security management mode in China is not suitable for the ever-changing cyberspace. This paper attempts to draw lessons from the experience of foreign mature cyberspace security management mode, fully comply with the natural characteristics of cyberspace, and follow the development law of cyberspace. Combining the requirements of the times of cyberspace security management with the theory of socialism with Chinese characteristics, a management model of cyberspace security management, namely "free cooperation under the guidance of government", is established which is suitable for the national conditions of our country. Using this model to manage cyberspace security, it is necessary to set up special administrative bodies under the leadership of the Communist Party of China, and governments at all levels and their relevant departments coordinate and cooperate in ideology and in their actions. At the same time, we should fully rely on trade organizations and the broad masses of the people, actively mobilize the subjective initiative of trade organizations and people, and make comprehensive use of various means, such as law, administration, society, education, culture, ethics and morality, and so on. In accordance with the natural characteristics of cyberspace, such as freedom, openness, equality and so on, we should aim at building a safe, civilized, harmonious, stable, free, democratic and constantly developing cyberspace according to local conditions.
