【摘要】：公安政策執(zhí)行過程是一個動態(tài)復(fù)雜的過程,其中"上有政策、下有對策"現(xiàn)象一直是傳統(tǒng)觀念所否定的。其實(shí),"對策"現(xiàn)象具有兩面性,它既包括創(chuàng)造性的積極應(yīng)對,也包括欺騙性的消極應(yīng)對。文章認(rèn)為,在肯定政策執(zhí)行的原則性與靈活性原則不排斥"對策"的前提下,創(chuàng)造性執(zhí)行屬于"下級對策"中有積極意義的部分。下級的消極性應(yīng)對除了主觀因素以外,其實(shí)也有許多下級自身難以擺脫的"無奈"。理性的解決途徑不是不要"下級對策",而是如何激勵創(chuàng)造性的積極對策,抑制消極性對策,在上下級之間找到兩者科學(xué)的制度設(shè)計(jì)。
[Abstract]:The process of public security policy implementation is a dynamic and complex process, in which the phenomenon of "there are policies above and countermeasures under" has always been negated by the traditional concept. In fact, the phenomenon of "countermeasure" has two sides, it includes both creative positive response and deceptive negative response. On the premise that the principle of principle and flexibility of policy implementation does not exclude "countermeasure", creative execution belongs to the positive part of "inferior countermeasure". In addition to subjective factors, the lower level of negative coping, in fact, there are many inferior itself difficult to get rid of the "helplessness". The rational solution is not to not "lower-level countermeasures", but how to stimulate creative positive countermeasures, suppress negative countermeasures, and find a scientific system design between the upper and lower levels.
