我國消防體制改革與發(fā)展研究

【摘要】： 消防是隨著人類的生產(chǎn)生活實踐而自然產(chǎn)生的。隨著社會經(jīng)濟的不斷發(fā)展進步,消防工作也在不斷適應社會經(jīng)濟的發(fā)展要求。但是,我國目前的消防工作仍然延續(xù)著過去的消防思想、消防體制和管理機制,政府及其職能部門實際上已經(jīng)不能提供足夠的消防服務,消防工作中存在許多亟需解決的問題。當前,我國的消防體制、機制存在許多弊端,主要是消防法律體系不完善,消防法制不健全;消防行政管理體制不完善,消防工作社會化程度低;消防宣傳教育普及率低,社會單位和人民群眾消防安全意識不強,社會抵御火災的能力較弱。 為適應社會經(jīng)濟的發(fā)展需要,必須加快消防改革與發(fā)展步伐。要適應依法治國的要求,建立健全消防法律體系:適應市場經(jīng)濟的要求,轉變消防行政管理職能,實行宏觀管理服務,建立規(guī)范完善、運轉協(xié)調(diào)、透明高效的消防行政管理體制;調(diào)動社會各方面開展消防工作的積極性,培育市場經(jīng)濟的社會消防安全管理機制;大力培育和發(fā)展消防中介事務組織,運用市場機制促進消防工作,推進消防工作社會化。 本文通過對中國消防發(fā)展歷史和國外發(fā)達國家消防現(xiàn)狀的研究,運用政治學理論、新公共管理理論,從抽象到具體,運用系統(tǒng)方法、歷史方法、對比方法、舉例方法分析了我國消防工作中存在的體制問題、職能定位問題和管理機制問題,指出我國的消防工作必需理順管理體制走職業(yè)化道路;消防必需從公安部門脫離出來,獨立發(fā)展;政府應該對消防管理職能進行調(diào)整,大力發(fā)展消防中介組織,培育社會自我管理消防安全的能力。
[Abstract]:Fire fighting is produced naturally with the practice of human production and life. With the continuous development and progress of social economy, fire protection work is also constantly adapting to the requirements of social and economic development. However, the current fire-fighting work in our country still continues the fire-fighting thought, fire-fighting system and management mechanism, the government and its functional departments have actually failed to provide adequate fire-fighting services, and there are many urgent problems to be solved in the fire-fighting work. At present, the fire-fighting system and mechanism of our country have many disadvantages, such as imperfect fire-fighting legal system, imperfect fire-fighting administration system, low degree of socialization of fire-fighting work, and low-degree of socialization of fire-fighting work. The popularization rate of fire protection propaganda and education is low, the fire safety consciousness of social units and people is not strong, and the ability of society to resist fire is weak. In order to meet the needs of social and economic development, we must quicken the pace of fire protection reform and development. We should adapt to the requirements of governing the country according to law, establish and improve the fire protection legal system, adapt to the requirements of the market economy, change the administrative functions of fire protection, implement macro-management services, establish norms and improve, and coordinate the operation. Transparent and efficient fire control administration system; We should mobilize the enthusiasm of all aspects of the society to carry out fire protection work, cultivate the social fire safety management mechanism of the market economy, vigorously cultivate and develop the fire-fighting intermediary affairs organization, use the market mechanism to promote the fire-fighting work, and promote the socialization of the fire-fighting work. By studying the history of fire fighting development in China and the present situation of fire fighting in foreign developed countries, this paper applies political science theory and new public management theory, from abstract to concrete, using systematic method, historical method, contrast method, and so on. This paper analyzes on the problems of system, function orientation and management mechanism in the fire protection work of our country, and points out that the management system of fire fighting in our country must be sorted out and the professionalization of the management system should be carried out. The fire fighting must be separated from the public security department and developed independently, and the government should adjust the fire control management function, vigorously develop the fire-fighting intermediary organization, and cultivate the ability of social self-management of fire-fighting safety.
