我國(guó)市級(jí)公安系統(tǒng)績(jī)效評(píng)估存在的問題與對(duì)策研究

【摘要】:本文論述了市級(jí)公安系統(tǒng)績(jī)效評(píng)估的時(shí)代背景、理論基礎(chǔ)、績(jī)效評(píng)估的概念以及績(jī)效評(píng)估與績(jī)效管理的關(guān)系,文章結(jié)合了國(guó)內(nèi)外警務(wù)系統(tǒng)績(jī)效評(píng)估的實(shí)例和經(jīng)驗(yàn),在調(diào)查研究國(guó)內(nèi)外實(shí)踐的基礎(chǔ)上,發(fā)現(xiàn)我國(guó)市級(jí)公安系統(tǒng)的績(jī)效評(píng)估存在諸多問題。 績(jī)效評(píng)估在發(fā)展過程中暴露出的問題包括:對(duì)績(jī)效評(píng)估認(rèn)識(shí)不正確,績(jī)效評(píng)估的機(jī)構(gòu)和法律制度缺失,績(jī)效評(píng)估的實(shí)施方法也比較單一,績(jī)效評(píng)估的參與主體較少等。開展市級(jí)公安系統(tǒng)的績(jī)效評(píng)估,就是要把群眾最關(guān)心的要素作為評(píng)估的出發(fā)點(diǎn)和落腳點(diǎn),以社會(huì)公眾的利益為重,把社會(huì)公眾對(duì)公安工作的滿意程度作為評(píng)價(jià)公安工作的最關(guān)鍵因素。 本文從管理學(xué)的學(xué)科角度,對(duì)如何開展市級(jí)公安系統(tǒng)的績(jī)效評(píng)估,提出了自己的意見和改進(jìn)措施:第一,建議應(yīng)該有正確的評(píng)估觀念和原則,使績(jī)效評(píng)估活動(dòng)有正確的指引;第二,要建立和完善績(jī)效評(píng)估的法律和機(jī)構(gòu),使得績(jī)效評(píng)估具有法律和組織保障;同時(shí),要使用科學(xué)的績(jī)效評(píng)估方法,增強(qiáng)評(píng)估的科學(xué)性以及可信度;最后,要注意吸收多元評(píng)估主體參與市級(jí)公安系統(tǒng)的績(jī)效評(píng)估,吸收各界人士參與績(jī)效評(píng)估的開展和實(shí)施,確保發(fā)揚(yáng)社會(huì)民主,彰顯社會(huì)公平,提高市級(jí)公安系統(tǒng)的公信度和工作效率。
[Abstract]:This paper discusses the time background, theoretical basis, concept of performance evaluation and the relationship between performance evaluation and performance management of municipal police system. The article combines the examples and experiences of performance evaluation of police system at home and abroad. On the basis of investigation and research on the domestic and foreign practice, it is found that there are many problems in the performance evaluation of the municipal public security system in China. The problems exposed in the development process of performance evaluation include: incorrect understanding of performance evaluation, lack of institutional and legal system of performance evaluation, single implementation method of performance evaluation, fewer participants in performance evaluation, and so on. To carry out the performance evaluation of the public security system at the municipal level is to take the elements that the masses are most concerned about as the starting point and foothold of the evaluation, and to take the interests of the public as the priority. The degree of public satisfaction with public security work is regarded as the most important factor in evaluating public security work. From the point of view of management science, this paper puts forward some suggestions and improvement measures on how to carry out the performance evaluation of municipal public security system: first, it is suggested that there should be correct evaluation concepts and principles, so that the performance evaluation activities can have the correct guidance; Secondly, it is necessary to establish and perfect the laws and institutions of performance evaluation to ensure the legal and organizational guarantee of performance evaluation, at the same time, it is necessary to use scientific methods of performance evaluation to enhance the scientific nature and credibility of performance evaluation. Finally, attention should be paid to absorbing multiple evaluation subjects to participate in the performance evaluation of the municipal public security system, and the participation of people from all walks of life in the development and implementation of performance evaluation, so as to ensure that social democracy is carried forward and that social equity is demonstrated. To improve the public confidence and efficiency of the public security system at the municipal level.
