【摘要】：近年來,網(wǎng)絡(luò)非法集資案件規(guī)模、數(shù)量的不斷攀升給人民群眾的財產(chǎn)造成了巨大損失,也嚴(yán)重危害了社會穩(wěn)定。傳統(tǒng)的回溯型偵查模式已難以滿足時代發(fā)展的社會管理需求。大數(shù)據(jù)作為偵查技術(shù)手段所引發(fā)的偵查認(rèn)識方式、偵查權(quán)范式、偵查模式的改變,能夠有效地解決網(wǎng)絡(luò)非法集資案件偵查中的現(xiàn)實(shí)困境。公安機(jī)關(guān)可以利用大數(shù)據(jù)的監(jiān)測預(yù)警功能及時發(fā)現(xiàn)和管理企業(yè)(或個人)早期的非法集資風(fēng)險;利用大數(shù)據(jù)情報主導(dǎo)的偵查取證工作方法使偵查主線更加明晰;利用大數(shù)據(jù)關(guān)聯(lián)分析技術(shù)偵查集團(tuán)企業(yè)的自融、自擔(dān)保行為并快速鎖定核心企業(yè)、核心人員。
[Abstract]:In recent years, the scale and quantity of illegal fund-raising cases have caused huge losses to the people's property, and seriously jeopardized social stability. The traditional backtracking investigation mode has been difficult to meet the social management needs of the development of the times. Big data, as a means of investigative technology, can effectively solve the realistic predicament in the investigation of illegal fund-raising cases through the transformation of the cognitive mode, the paradigm of investigation power and the mode of investigation. The public security organs can make use of big data's monitoring and warning function to timely discover and manage the risk of illegal fund-raising in the early period of enterprises (or individuals), and make the main line of investigation more clear by the intelligence oriented investigation and evidence collection method of big data. Big data is used to analyze the self-financing and self-guarantee behavior of the technical investigation group enterprises and to quickly lock in the core enterprises and core personnel.
