【摘要】：群體性事件是社會穩(wěn)定和經(jīng)濟發(fā)展的重大隱患。經(jīng)濟體制改革、群體結(jié)構(gòu)的不斷分化、個別地方政策存在缺陷和解決問題機制的不夠健全,是群體性事件呈現(xiàn)出高發(fā)態(tài)勢的原因。群體性事件有突發(fā)性和可預測性、尋求利益性和行為過激性、多樣性和矛盾處置的復雜性等多種表現(xiàn)形式。為妥善處置群體性事件,應加強機制建設,建立情報信息預警機制、健全矛盾糾紛排查調(diào)處機制、應急處置機制、整體聯(lián)動機制和后續(xù)工作機制,提高群體性事件的預防和處置能力。
[Abstract]:Group events are a major hidden danger to social stability and economic development. The reform of economic system, the continuous differentiation of group structure, the defects of individual local policies and the imperfect mechanism of solving problems are the reasons for the high incidence of group incidents. Group events are sudden and predictable, seeking interests and behavior excesses, diversity and complexity of conflict resolution, and so on. In order to deal with group incidents properly, we should strengthen the construction of mechanism, establish early warning mechanism of intelligence information, perfect the mechanism of investigating and dealing with contradictions and disputes, the mechanism of emergency disposal, the overall linkage mechanism and the mechanism of follow-up work. To improve the ability to prevent and deal with group incidents.
