深圳公安系統(tǒng)績(jī)效考核研究

【摘要】:公安系統(tǒng)的工作績(jī)效直接體現(xiàn)了政府的管理能力和服務(wù)水平,并且直接關(guān)系到人民群眾對(duì)政府工作的滿意程度。以科學(xué)發(fā)展觀為指導(dǎo)實(shí)施公安系統(tǒng)績(jī)效考核制度,對(duì)增強(qiáng)公安民警工作積極性、提高公安機(jī)關(guān)績(jī)效水平、推動(dòng)公安隊(duì)伍正規(guī)化建設(shè)具有重要意義。 近年來,深圳市公安局一直致力于研究探索科學(xué)有效的隊(duì)伍管理機(jī)制,先后推行了崗位責(zé)任制、目標(biāo)管理和等級(jí)化管理模式,以求充分激發(fā)公安民警的職業(yè)責(zé)任感和工作潛能。本文以深圳市多年來公安系統(tǒng)績(jī)效考核工作的實(shí)踐成果為論證基礎(chǔ),以現(xiàn)代最新的人力資源管理科學(xué)為理論依托,運(yùn)用工商管理的研究方法,從深圳市公安系統(tǒng)績(jī)效考核的歷史入手,對(duì)過去公安民警績(jī)效考核中存在的問題、原因進(jìn)行了評(píng)價(jià)分析,在此基礎(chǔ)上就建立科學(xué)規(guī)范的公安系統(tǒng)績(jī)效考核體系進(jìn)行了深入論述。 本論文采用文獻(xiàn)分析法、調(diào)查研究法和案例分析法等方法對(duì)公安系統(tǒng)績(jī)效考核問題進(jìn)行了研究?偨Y(jié)借鑒了國(guó)內(nèi)外警察績(jī)效考核的經(jīng)驗(yàn)做法,對(duì)當(dāng)前深圳市公安民警績(jī)效考核系統(tǒng)的制度、體系和網(wǎng)上考核系統(tǒng)進(jìn)行了詳細(xì)的研究,并結(jié)合華富和翻身派出所的實(shí)際案例研究了基層派出所在推行績(jī)效考核的工作中產(chǎn)生的積極變化和積累下來的寶貴經(jīng)驗(yàn)。最后,論文總結(jié)了深圳市公安系統(tǒng)績(jī)效考核的基本情況,并對(duì)深圳市公安系統(tǒng)績(jī)效考核的前景進(jìn)行了展望。
[Abstract]:The performance of the public security system directly reflects the management ability and service level of the government, and directly relates to the satisfaction degree of the people to the government work. Under the guidance of the scientific development view, it is of great significance to implement the performance appraisal system of the public security system in order to enhance the enthusiasm of the police working, improve the performance level of the public security organs, and promote the regularization of the public security ranks. In recent years, Shenzhen Public Security Bureau has been devoted to the research and exploration of scientific and effective team management mechanism, has implemented the post responsibility system, objective management and hierarchical management model, in order to fully stimulate the professional responsibility and working potential of the police. Based on the practical results of the performance appraisal of public security system in Shenzhen over the years, and based on the modern human resource management science, this paper applies the research methods of industrial and commercial management. Starting from the history of performance appraisal of public security system in Shenzhen, this paper analyzes the problems existing in the performance appraisal of public security police in the past, and analyzes the reasons. On the basis of this, it discusses deeply the establishment of a scientific and standardized performance appraisal system of public security system. This paper studies the performance evaluation of public security system by the methods of literature analysis, investigation and case analysis. This paper summarizes and draws lessons from the experience and practice of police performance appraisal at home and abroad, and makes a detailed study on the system, system and online evaluation system of police performance appraisal system in Shenzhen. Combined with the actual case of Huafu and turnover police station, this paper studies the positive changes and accumulated valuable experience in the implementation of performance appraisal in grass-roots police stations. Finally, the paper summarizes the basic situation of Shenzhen public security system performance appraisal, and prospects for Shenzhen public security system performance appraisal.
