【摘要】：近年來,大數(shù)據(jù)應(yīng)用呈爆發(fā)式增長(zhǎng),在社會(huì)生活的各個(gè)領(lǐng)域,發(fā)揮著越來越重要的功用。在計(jì)算能力方面,僅2012至今的五年內(nèi),大數(shù)據(jù)的計(jì)算性能就實(shí)現(xiàn)了超過20倍的增長(zhǎng)。大數(shù)據(jù)應(yīng)用已經(jīng)深刻地影響、改變了社會(huì)的各個(gè)層面。大數(shù)據(jù)對(duì)偵查工作的影響,不僅僅是技術(shù)手段的變革,更是思維模式的變革,將傳統(tǒng)的以現(xiàn)場(chǎng)勘查為主導(dǎo)的偵查模式變革為信息數(shù)據(jù)驅(qū)動(dòng)的模式。搭建公安大數(shù)據(jù)中心,不僅可以更好的適應(yīng)當(dāng)前的信息化社會(huì)特征,更可以深度挖掘案件線索,增強(qiáng)主動(dòng)防控能力。大數(shù)據(jù)系統(tǒng)的應(yīng)用,必將為公安偵查工作帶來新的機(jī)遇。本文在探討大數(shù)據(jù)內(nèi)涵、大數(shù)據(jù)的特征及對(duì)偵查工作的影響的基礎(chǔ)之上,從偵查工作大數(shù)據(jù)的開發(fā)建設(shè)、方法應(yīng)用、思維應(yīng)用三個(gè)方面對(duì)偵查工作大數(shù)據(jù)應(yīng)用的現(xiàn)狀進(jìn)行了總結(jié)。偵查工作中大數(shù)據(jù)的應(yīng)用是一個(gè)新的課題,在實(shí)踐運(yùn)用的過程中,有許多需要探討的問題和需要完備的方面,其中大數(shù)據(jù)的數(shù)據(jù)格式統(tǒng)一問題、大數(shù)據(jù)的主權(quán)界定、大數(shù)據(jù)應(yīng)用中涉及到的隱私問題都是大數(shù)據(jù)運(yùn)用過程中需要考量的重要問題,特別是大數(shù)據(jù)與隱私權(quán)的博弈這個(gè)課題。從2013年爆發(fā)的棱鏡門事件,到后來的大學(xué)生因?yàn)楸或_導(dǎo)致猝死,再到清華大學(xué)教授巨額財(cái)產(chǎn)被騙,這些事件都暴露出了公民個(gè)人信息泄露的問題,而這一問題近年來也成為了社會(huì)輿論關(guān)注的焦點(diǎn)。偵查工作中大數(shù)據(jù)技術(shù)的應(yīng)用,有很多地方亟待完善。首先是完善人才梯隊(duì)的建設(shè)。除了對(duì)公安機(jī)關(guān)在崗工作人員開展技術(shù)和思想上的培訓(xùn)和教育,高校教育以及加強(qiáng)與第三方的合作也不容忽視。其次,完善硬件投入。大數(shù)據(jù)的分析需要強(qiáng)有力且安全的大數(shù)據(jù)平臺(tái)作為支撐,而基層硬件是大數(shù)據(jù)平臺(tái)的礎(chǔ)保障基。第三,完善制度保障。作為新生事物、新興技術(shù),在立法方面必然是滯后的,目前,隨著國(guó)務(wù)院頒布《“十三五”國(guó)家信息化規(guī)劃》為大數(shù)據(jù)發(fā)展創(chuàng)造了良好的政策環(huán)境,我們必須用前瞻性的眼光加強(qiáng)具體技術(shù)規(guī)則的制定和法律法規(guī)方面的建設(shè)。
[Abstract]:In recent years, big data application explosive growth, in the social life, play a more and more important role. In terms of computing power, big data's computing performance has increased by more than 20 times in only five years since 2012. Big data's application has profoundly influenced and changed all levels of society. Big data's influence on investigation work is not only the change of technical means, but also the change of thinking mode. The traditional investigation mode, which is dominated by on-the-spot exploration, is transformed into an information-data-driven mode. The construction of police big data center can not only better adapt to the current characteristics of the information society, but also can dig the clues of cases in depth, and enhance the ability of active prevention and control. The application of big data system will bring new opportunities for public security investigation. On the basis of discussing the connotation of big data, the characteristics of big data and its influence on the investigation work, this paper discusses the development and construction of the investigation work, and the application of the methods. This paper summarizes the current situation of big data's application in investigation from three aspects of thinking application. The application of big data in the investigation work is a new subject. In the process of practical application, there are many problems to be explored and aspects that need to be completed. Among them, the question of the unification of the data format of big data, the definition of the sovereignty of big data, The privacy issues involved in big data's application are all important issues to be considered in the process of the use of big data, especially the game between big data and the right to privacy. From the Prism Gate incident that broke out in 2013 to the sudden death of college students as a result of being cheated, and to the huge fortune of a professor at Tsinghua University, these incidents have exposed the problem of the disclosure of personal information among citizens. This issue has also become the focus of public opinion in recent years. The application of big data's technology in the investigation work, there are many places to be improved urgently. The first is to improve the construction of talent echelons. In addition to the technical and ideological training and education of the staff in the post of public security organs, the education of colleges and universities and the strengthening of cooperation with third parties should not be ignored. Second, improve the hardware input. Big data's analysis needs the strong and safe big data platform as the support, and the basic hardware is the basic guarantee foundation of the big data platform. Third, perfect the system safeguard. As a new thing, emerging technologies are bound to lag behind in legislation. At present, with the promulgation of the "Thirteenth Five-Year Plan" by the State Council, a good policy environment has been created for big data's development. We must strengthen the formulation of specific technical rules and the construction of laws and regulations with foresight.
