【摘要】： 社區(qū)警務(wù)興起于二十世紀(jì)六七十年代的歐美發(fā)達(dá)國(guó)家,二十世紀(jì)八十年代末被譯介到我國(guó)。社區(qū)警務(wù)是當(dāng)今世界各國(guó)警務(wù)改革的潮流和方向,它對(duì)于維護(hù)我國(guó)“重要戰(zhàn)略機(jī)遇期”的社會(huì)穩(wěn)定和保障構(gòu)建和諧社會(huì)戰(zhàn)略目標(biāo)的順利實(shí)現(xiàn)具在深遠(yuǎn)的歷史和現(xiàn)實(shí)意義。打擊犯罪,很重要的一點(diǎn)就是要發(fā)揮基層的作用,發(fā)揮人民群眾的作用,僅僅靠警力是非常有限的,所以探討社區(qū)警務(wù)問(wèn)題具有深遠(yuǎn)意義。 本文主要運(yùn)用了文獻(xiàn)回顧、實(shí)證調(diào)查與理論研究相結(jié)合、比較與歸納相結(jié)合、定性分析與定量分析相結(jié)合的研究方法,對(duì)社區(qū)、社區(qū)警務(wù)的基本概念進(jìn)行逐一闡釋,旨在理清相關(guān)的概念和內(nèi)涵,進(jìn)而運(yùn)用比較分析的方法,對(duì)國(guó)內(nèi)外的社區(qū)警務(wù)建設(shè)的典范進(jìn)行介紹,并做出分析評(píng)價(jià)。結(jié)合自己的工作實(shí)際,在研究符合中國(guó)現(xiàn)實(shí)的社區(qū)警務(wù)思想的基礎(chǔ)上,對(duì)廣州市社區(qū)警務(wù)建設(shè)現(xiàn)狀進(jìn)行分析研究。研究發(fā)現(xiàn),當(dāng)前廣州市丌展社區(qū)警務(wù)工作過(guò)程中存在問(wèn)題,社區(qū)警務(wù)建設(shè)與預(yù)防犯罪中存在問(wèn)題。在對(duì)廣州市社區(qū)警務(wù)建設(shè)存在問(wèn)題的原因進(jìn)行分析,分析其取得成效和存在問(wèn)題原因的基礎(chǔ)上,把社區(qū)警務(wù)理論真正應(yīng)用于社區(qū)警務(wù)的實(shí)踐,歸納出研究結(jié)論,提出完善廣州市社區(qū)警務(wù)建設(shè)的基本理路和保障機(jī)制,希望為廣州市社區(qū)警務(wù)建設(shè)提供有益的參考。
[Abstract]:Community policing emerged in the developed countries of Europe and America in the 1960s and 1970s, and was translated into China at the end of 1980's. Community policing is the trend and direction of police service reform all over the world today. It has profound historical and practical significance for maintaining the social stability of "important strategic opportunity period" in our country and ensuring the smooth realization of the strategic goal of building a harmonious society. To crack down on crime, it is very important to play the role of the grassroots and the masses of the people. It is very limited to rely solely on the police force, so it is of far-reaching significance to discuss the problem of community policing. This paper mainly uses the methods of literature review, empirical investigation and theoretical research, comparison and induction, qualitative analysis and quantitative analysis to explain the basic concepts of community and community policing one by one. The purpose of this paper is to clarify the relevant concepts and connotations, and then to introduce the models of community policing construction at home and abroad by using the method of comparative analysis, and to make an analysis and evaluation. On the basis of studying the community policing thought in accordance with the reality of China, this paper analyzes and studies the present situation of community policing construction in Guangzhou. It is found that there are some problems in the development of community policing in Guangzhou, and in the construction of community policing and crime prevention. Based on the analysis of the causes of the problems in the construction of community policing in Guangzhou, and the analysis of the results and the causes of the problems, the author applies the theory of community policing to the practice of community policing, and concludes the conclusions of the research. The paper puts forward the basic principles and guarantee mechanism of community policing construction in Guangzhou, and hopes to provide a useful reference for the community policing construction in Guangzhou.
