【摘要】：[目的/意義]反恐情報(bào)與決策、行動(dòng)一體化聯(lián)動(dòng)是有效應(yīng)對(duì)恐怖組織網(wǎng)絡(luò)化發(fā)展的必然要求。加強(qiáng)此問(wèn)題研究具有重要的理論和現(xiàn)實(shí)意義。[方法/過(guò)程]在參考大量文獻(xiàn)和借鑒反恐實(shí)踐的基礎(chǔ)上發(fā)現(xiàn),一體化聯(lián)動(dòng)模式下,反恐情報(bào)精準(zhǔn)快捷,決策判斷細(xì)致全面,行動(dòng)打擊果斷有效,三者互依互存難以割裂。三者呈現(xiàn)出了非線性的作用機(jī)理。在復(fù)雜的作用機(jī)理下,各要素之間存在著諸多制約因素。[結(jié)果/結(jié)論]應(yīng)將反恐情報(bào)融入決策與行動(dòng),建強(qiáng)自動(dòng)化信息處理系統(tǒng),完善跨部門反恐協(xié)同機(jī)制,構(gòu)建嚴(yán)密的數(shù)據(jù)管束機(jī)制。
[Abstract]:The purpose / significance of anti-terrorism intelligence, decision-making and action integration is the necessary requirement to effectively deal with the development of terrorist organization network. It is of great theoretical and practical significance to strengthen the research on this issue. [method / process] based on a large number of references and anti-terrorism practices, it is found that under the integrated linkage mode, the anti-terrorism intelligence is accurate and quick, the decision-making is meticulous and comprehensive, the action is decisive and effective, and it is difficult to separate the three interdependencies. The three show nonlinear action mechanism. In the complex mechanism of action, there are many constraints between the elements. [results / conclusion] Anti-terrorist intelligence should be integrated into decision-making and action, automatic information processing system should be established, cross-departmental anti-terrorist coordination mechanism should be perfected, and strict data management mechanism should be constructed.
