【摘要】：目前,我國正處于并將長期處于社會主義初級階段,是發(fā)展經(jīng)濟(jì)社會的關(guān)鍵時期,當(dāng)然也是凸顯人民內(nèi)部矛盾和高發(fā)刑事犯罪的一個時期,在這個時期會面臨較多的對敵斗爭。隨著社會的快速發(fā)展,老舊基層警務(wù)管理模式已經(jīng)不能夠滿足新形勢下的工作要求,所以全面完善與轉(zhuǎn)變基層警務(wù)戰(zhàn)略,變革基層警務(wù)模式,找到與現(xiàn)代基層警務(wù)環(huán)境動態(tài)匹配的平衡,才可以適應(yīng)新形勢、新任務(wù)提出的新要求、新挑戰(zhàn)。公安系統(tǒng)是政府比較重要的職能部門之一,在建設(shè)信息化的時候,公安系統(tǒng)是非常重要的。目前公安系統(tǒng)已基本全面完成大數(shù)據(jù)庫的基礎(chǔ)建設(shè),信息化體系已經(jīng)在各省市級公安系統(tǒng)中得到了初步建設(shè)。就基層警務(wù)而言,要全面推進(jìn)公安系統(tǒng)信息化建設(shè),我們必須不斷加強(qiáng)建設(shè)基層信息化。在我們的生活中基層警務(wù)無處不在,為了滿足服務(wù)社會和經(jīng)濟(jì)發(fā)展的最終目標(biāo),我們需要將基層警務(wù)工作信息化的相關(guān)工作快速推進(jìn)起來,從而樹立良好的警民關(guān)系,創(chuàng)造和睦的警務(wù)社區(qū),營造和諧的社會氛圍。本研究從發(fā)展方向和相關(guān)內(nèi)容這兩個方面重點(diǎn)介紹了建設(shè)大數(shù)據(jù)時代信息化的相關(guān)信息,主要對如何建設(shè)基層警務(wù)信息化進(jìn)行了重點(diǎn)介紹。其中的例子為石家莊市基層警務(wù)信息化進(jìn)程,分析了石家莊市建設(shè)基層警務(wù)信息化的發(fā)展現(xiàn)狀和目前存在的關(guān)鍵問題,針對目前的狀況提出了一系列可行的措施。為了符合信息化時代的發(fā)展,我們需要在信息數(shù)據(jù)建設(shè)的工作中重點(diǎn)讓基層警務(wù)工作者參與進(jìn)來,在警務(wù)工作中遵守工作要求,嚴(yán)格管理工作程序,為公安系統(tǒng)的科學(xué)決策提供合理的數(shù)據(jù)基礎(chǔ),并希望以此給基層公安部門的信息化建設(shè)帶來啟示。
[Abstract]:At present, China is in and will be in the primary stage of socialism for a long time, which is the key period for the development of economy and society, but also a period of highlighting contradictions among the people and the high incidence of criminal crimes. In this period, China will face more struggles against the enemy. With the rapid development of the society, the old grass-roots policing management model can no longer meet the requirements of the work under the new situation, so it is necessary to improve and transform the grass-roots policing strategy and reform the grass-roots policing mode. Only by finding the balance of dynamic matching with the modern grass-roots police environment can we adapt to the new situation, the new demands and the new challenges put forward by the new tasks. The public security system is one of the important functional departments of the government. At present, the public security system has basically completed the basic construction of the large database, and the information system has been preliminarily constructed in the public security system at the provincial and municipal levels. As far as the basic police is concerned, in order to promote the information construction of the public security system in an all-round way, we must constantly strengthen the construction of the informatization at the grass-roots level. In our daily life, grass-roots policing is everywhere. In order to meet the ultimate goal of serving the social and economic development, we need to promote the information related work of grass-roots police work quickly, so as to establish a good relationship between the police and the people. Create harmonious police community, create a harmonious social atmosphere. This research mainly introduces the relevant information of the construction of information technology in big data era from the development direction and related content, and mainly introduces how to construct the information of police service at the grass-roots level. The example is the information process of police service at the grass-roots level in Shijiazhuang. The present situation and key problems of the construction of police informatization at the grass-roots level in Shijiazhuang are analyzed, and a series of feasible measures are put forward in view of the present situation. In order to meet the development of the information age, we need to focus on the participation of grass-roots police workers in the construction of information data, abide by the work requirements in the police work, and strictly manage the working procedures. This paper provides a reasonable data basis for the scientific decision-making of public security system and hopes to bring enlightenment to the informatization construction of the public security departments at the grass-roots level.
