【摘要】： 校園暴力,作為近年來校園關(guān)注焦點(diǎn)議題,備受重視。要終結(jié)校園內(nèi)部及其周邊的暴力因子,最有效的途徑可謂加強(qiáng)警察和學(xué)校的聯(lián)系,為維護(hù)校園安全而共同努力。校園警務(wù),一種新興的警務(wù)模式應(yīng)運(yùn)而生。作為社區(qū)警務(wù)在校園范圍內(nèi)的延伸,校園警務(wù)從預(yù)防、控制、恢復(fù)三個方面有力地打擊和控制校園暴力。校園警務(wù)是以警察為主導(dǎo)的公權(quán)力機(jī)關(guān),立足于學(xué)校實(shí)際情況,緊密加強(qiáng)與學(xué)校的聯(lián)系,擬定有針對性的預(yù)防措施,增強(qiáng)校園師生安全防范意識,形成一種和諧防控可能發(fā)生在校園內(nèi)或者周邊的違法犯罪的警務(wù)模式。校園警務(wù)借助警務(wù)機(jī)關(guān)的專業(yè)治安防控力量,結(jié)合學(xué)校自身特色,多角度預(yù)防和全方位監(jiān)控暴力行為,增強(qiáng)在校師生抵制犯罪的決心和信心,共同抵御威脅校園安全的違法犯罪行為。校園警務(wù)從整體校園大環(huán)境而言,有效保障青少年正常進(jìn)行社會化,保證學(xué)生首要利益,有效提升校園安全感,整肅教師隊(duì)伍,樹立教師安全防范意識,倡導(dǎo)國家乃至社會各界對青少年健康成長的關(guān)心。就校園暴力專項(xiàng)打擊而言,有效控制了暴力行為的產(chǎn)生、發(fā)展、預(yù)防三個方面。 世界各國都有類似于校園警務(wù)的實(shí)踐活動,尤其是美國“零度容忍”的嚴(yán)格警務(wù)模式和日本教育主導(dǎo)模式較為突出,我國臺灣地區(qū)校園警務(wù)也進(jìn)行了有益的開展。二十一世紀(jì)之初,我國也開始在各地開展校園警務(wù)工作,在取得顯著成效的同時,也凸顯了校園警務(wù)在我國發(fā)展過程中所遭遇的困境和艱難。主要體現(xiàn)在:現(xiàn)有立法空白,警務(wù)認(rèn)識不到位,警務(wù)實(shí)踐中矛盾與沖突等。 針對校園警務(wù)在發(fā)展過程的突出困難,可以嘗試借鑒國外先進(jìn)的警務(wù)模式,如美國以協(xié)議形式固定合作雙方甚至多方的權(quán)利義務(wù),包括協(xié)議方達(dá)成的合作共識,共同的校園安全目標(biāo),各方的共同責(zé)任以及各合作部門的責(zé)任承諾等等。由于學(xué)校地理位置、周邊環(huán)境、師生素質(zhì)各有不同,以合作協(xié)議的形式更能結(jié)合學(xué)校實(shí)際環(huán)境,提出有針對性的安保措施,切實(shí)維護(hù)校園安全。與此同時,我國《校園安全法》也應(yīng)對校園警務(wù)予以立法確認(rèn),從校園警務(wù)工作的基本原則和工作理念,到警務(wù)開展的指導(dǎo)方針和相關(guān)部門協(xié)調(diào)原則,以及校園警務(wù)基本職責(zé)及權(quán)限范圍給予明確,使得校園警務(wù)工作開展有法可依,行之有據(jù)。校園警務(wù)模式有效運(yùn)作的關(guān)鍵還在于,根據(jù)學(xué)校實(shí)際情況做出預(yù)調(diào)研。根據(jù)調(diào)研報(bào)告,有針對性地區(qū)分中小學(xué)幼兒園和高等院校校園警務(wù)工作,根據(jù)不同情況提出具體安保對策。同時,校園警務(wù)人員入職前的培訓(xùn)也必不可少,通過體能培訓(xùn)、業(yè)務(wù)培訓(xùn)、法制教育、文化素質(zhì)教育、健康知識教育、安全知識教育、禮儀知識教育等全方位培訓(xùn)工作,力求打造新時代模范校警。最后,強(qiáng)調(diào)宣傳教育的重要性,包括法律知識正確解讀和防御暴力的能力,預(yù)防犯罪與預(yù)防被害并舉。警察與校園加強(qiáng)聯(lián)系和溝通,共同預(yù)防和控制校園暴力,減少校園危機(jī)事件的發(fā)生。

To end the violence factor inside and around the school, the most effective way can be to strengthen the connection between the police and the school, and to work together to safeguard the safety of the campus.
