【摘要】： 平安建設,就是以一定的行政區(qū)域和基層單位為范圍,全面加強社會治安綜合治理,建設平安地區(qū)和平安單位,實現社會穩(wěn)定和人民安居樂業(yè)。平安建設是我國社會治安綜合治理的新舉措,是構建社會主義和諧社會的保障工程,是維護廣大人民群眾根本利益的民心工程,是提高黨的執(zhí)政能力、鞏固黨的執(zhí)政地位的基礎工程。 在中共中央政法委員會、中央社會治安綜合治理委員會《關于深入開展平安建設的意見》中,對平安建設的指導思想、目標任務和主要措施,都作了明確的規(guī)定。自平安建設廣泛開展以來,取得了重要的成績,但也存在著一些具體的問題。當前深入開展平安建設,就是要進一步落實中央關于平安建設的各項措施,特別是要把這些措施落實到基層。 深入開展平安建設,一是要加強思想政治教育,為深入開展平安建設打造堅實的思想政治基礎；二是要加強組織建設和制度建設,為深入開展平安建設提供強有力的保證；三是要進一步加強領導,真抓實干,務求平安建設的實效。隨著平安建設的深入開展,我國的社會治安綜合治理和社會主義和諧社會的構建,必將取得進一步的成績。
[Abstract]:Peaceful construction is to take certain administrative regions and grass-roots units as the scope, comprehensively strengthen the comprehensive management of social security, build peaceful areas and peaceful units, and realize social stability and the people living and working in peace and contentment. The construction of peace is a new measure for the comprehensive management of public order in our country, a guarantee project for building a harmonious socialist society, a project of the people's will to safeguard the fundamental interests of the broad masses of the people, and an improvement of the Party's ruling ability. The basic project of consolidating the ruling position of the Party. In the CPC Central Committee's political and legal Commission and the Central Commission for the Comprehensive Management of Public Security, the guiding ideology, objectives, and major measures for the construction of peace are clearly stipulated. Since the peace building has been widely carried out, it has made important achievements, but there are also some specific problems. To carry out the peaceful construction in depth is to further implement all measures of the Central Committee on the construction of peace, especially to put these measures into practice at the grass-roots level. The first is to strengthen ideological and political education to create a solid ideological and political foundation for the further development of peace, the second is to strengthen the organizational construction and system construction, and to provide a strong guarantee for the further development of peace construction. Third, it is necessary to further strengthen the leadership, real work, to ensure the effectiveness of peaceful construction. With the development of peaceful construction, the comprehensive management of social security and the construction of socialist harmonious society will make further achievements.
