【摘要】：廣州是華南地區(qū)的經(jīng)濟(jì)、文化中心城市,于國內(nèi)外有舉足輕重的作用,政治經(jīng)濟(jì)地位不斷上升。而擔(dān)負(fù)維護(hù)廣州安全穩(wěn)定重要使命的廣州公安,面對即將來臨的亞運(yùn)會(huì),在日益復(fù)雜、同時(shí)人民群眾對部分政府決策缺乏信任的社會(huì)形勢下,如何不斷加強(qiáng)自身警務(wù)建設(shè),更好運(yùn)用相對缺乏的警力和調(diào)動(dòng)各項(xiàng)社會(huì)資源,繼續(xù)為廣州社會(huì)經(jīng)濟(jì)發(fā)展保駕護(hù)航,顯得尤為迫切。 “警務(wù)軟實(shí)力”的概念提出和實(shí)踐是長期警學(xué)理論探索和警務(wù)實(shí)踐不斷發(fā)展的必然結(jié)果。軟實(shí)力研究應(yīng)用到警察組織,特別是應(yīng)用于我國警務(wù)實(shí)踐還屬于新事物、新理念。但作為一門具有持久滲透力的應(yīng)用學(xué)科,軟實(shí)力有助于公安機(jī)關(guān)完善警務(wù)發(fā)展模式,有助于在組織內(nèi)外營造友好型環(huán)境 本文以警務(wù)軟實(shí)力及其在廣州公安的實(shí)踐為研究課題,以規(guī)范分析與實(shí)證分析相結(jié)合、理論研究與對策研究相結(jié)合、一般研究與典型研究相結(jié)合為原則,采用調(diào)查研究、案例分析及問題與對策研究的方式進(jìn)行研究,對警務(wù)軟實(shí)力的涵義進(jìn)行界定,分析其構(gòu)成及與警務(wù)綜合實(shí)力各要素的關(guān)系,查找制約廣州警務(wù)軟實(shí)力發(fā)展的突出問題和因素,以科學(xué)發(fā)展的理念為指導(dǎo),有針對性地提出以創(chuàng)新警務(wù)決策、警務(wù)管理、警務(wù)影響等為主要手段的對策和建議,著力提高廣州公安的警務(wù)決策能力、執(zhí)行能力和影響能力,全面提升廣州公安軟實(shí)力。
[Abstract]:Guangzhou is the economic and cultural center of South China. It plays an important role at home and abroad, and its political and economic status is rising. In the face of the upcoming Asian Games, Guangzhou Public Security, which is charged with the important mission of maintaining the security and stability of Guangzhou, how to continuously strengthen its own police construction in the social situation of increasing complexity and the people's lack of trust in some government decisions. It is particularly urgent to make better use of the relative lack of police force and mobilize all kinds of social resources to continue to protect the social and economic development of Guangzhou. The concept and practice of "police soft power" is the inevitable result of the development of the theory and practice of police science for a long time. The application of soft power research to police organization, especially to the practice of police affairs in our country, is a new thing and a new idea. However, as an applied discipline with lasting permeability, soft power is helpful to improve the police development model of public security organs. It is helpful to create a friendly environment inside and outside the organization. This paper focuses on police soft power and its practice in Guangzhou public security, combines normative analysis with empirical analysis, and combines theoretical research with countermeasure research. On the principle of combining general research with typical research, this paper studies the meaning of police soft power by means of investigation, case study and problem and countermeasure study, and analyzes its composition and the relationship with the elements of police comprehensive strength. To find out the prominent problems and factors that restrict the development of soft power of Guangzhou police service, guided by the concept of scientific development, and to put forward the countermeasures and suggestions with innovative policing decision making, police management, police influence and so on as the main means. To improve the police decision-making ability, executive ability and influence ability of Guangzhou public security, and enhance the soft power of Guangzhou public security.
