【摘要】：以C鎮(zhèn)政府開(kāi)展禁毒宣傳活動(dòng)為經(jīng)驗(yàn)材料,運(yùn)用"過(guò)程—事件分析"研究策略,通過(guò)對(duì)鎮(zhèn)政府受命—執(zhí)行—上報(bào)—完結(jié)等不同環(huán)節(jié)的考察,發(fā)現(xiàn)鎮(zhèn)政府在回應(yīng)上級(jí)行政指令時(shí)分別采取了選擇性落實(shí)、策略性應(yīng)付與針對(duì)性迎合等行動(dòng)策略。這些策略是鎮(zhèn)政府以與上級(jí)間的"共識(shí)"為基礎(chǔ)、以維持上下級(jí)權(quán)威關(guān)系為目的,在自主行動(dòng)機(jī)制與糾偏機(jī)制下展開(kāi)的權(quán)宜性行動(dòng),最終以上級(jí)默認(rèn)授權(quán)方式獲取合法性�；鶎诱g達(dá)成的"共有常識(shí)"在一定程度上軟化了上下級(jí)之間的垂直領(lǐng)導(dǎo)關(guān)系與制度邏輯,為鎮(zhèn)政府運(yùn)用多種策略完成上級(jí)指令提供了制度化存在的空間。鎮(zhèn)政府行動(dòng)策略導(dǎo)致的組織失敗一方面體現(xiàn)了官僚體制中潛在的自上而下式運(yùn)作機(jī)制,另一方面削弱了國(guó)家權(quán)力與農(nóng)民訴求之間的有效關(guān)聯(lián),導(dǎo)致基層行政過(guò)程與國(guó)家治理目標(biāo)的分離。
[Abstract]:Taking the anti-drug propaganda activities carried out by the C Township Government as the empirical material, using the research strategy of "process-event analysis", through the investigation of the different links, such as the command, the execution, the report and the end of the township government, etc. It is found that the township government has adopted some action strategies such as selective implementation, strategic coping and pertinence in response to higher administrative instructions. These strategies are the expedient actions carried out by the township government under the independent action mechanism and the correction mechanism, based on the "consensus" between the township government and the superior, and the purpose of maintaining the authority relationship between the superior and the subordinate, and finally obtain the legitimacy by the acquiescence authorization of the superior. The "common sense" reached among grass-roots governments to some extent softens the vertical leadership relationship and institutional logic between superiors and subordinates, and provides a space for the township government to use a variety of strategies to complete superior orders. The organizational failure caused by the town government's action strategy embodies the potential top-down operation mechanism in the bureaucratic system on the one hand, and weakens the effective connection between the state power and the peasants' demands on the other. Lead to the separation of grass-roots administrative process and national governance objectives.
