【摘要】：偵查工作中的截和現(xiàn)象主要是公安機(jī)關(guān)內(nèi)部一種積極的地域管轄沖突,其原因在于案件管轄規(guī)定難以適應(yīng)犯罪發(fā)展形勢(shì),偵查信息共享不暢,偵查工作考核標(biāo)準(zhǔn)和戰(zhàn)果分配不盡合理。偵查中的截和現(xiàn)象往往造成偵查資源浪費(fèi)、偵查協(xié)作不力、偵查目標(biāo)難以實(shí)現(xiàn)等問(wèn)題,因此需要進(jìn)一步明確管轄規(guī)定,及時(shí)監(jiān)控以科學(xué)配置偵查資源,完善考核標(biāo)準(zhǔn)和戰(zhàn)果分配機(jī)制。
[Abstract]:The phenomenon of interception in the investigation work is mainly a kind of positive regional jurisdiction conflict within the public security organ. The reason lies in the fact that it is difficult for the provisions of case jurisdiction to adapt to the situation of crime development, and the information sharing of investigation is not smooth. The evaluation standard and the distribution of the results of investigation work are unreasonable. The phenomenon of interception in investigation often results in the waste of investigation resources, the weak cooperation in investigation, the difficulty in realizing the investigation target, and so on. Therefore, it is necessary to further clarify the rules of jurisdiction and timely monitor and allocate the investigative resources scientifically. We will improve the assessment criteria and the mechanism for the distribution of achievements.
