【摘要】： 農(nóng)村社會(huì)治安綜合治理問題是黨和國家關(guān)注的重大問題之一,農(nóng)村社會(huì)治安穩(wěn)定是我國國家穩(wěn)定的基礎(chǔ),而良好的法制建設(shè)是實(shí)現(xiàn)穩(wěn)定的有效保障。因此,本文分四個(gè)部分對(duì)加強(qiáng)農(nóng)村社會(huì)治安綜合治理的法制建設(shè)、促進(jìn)農(nóng)村穩(wěn)定進(jìn)行了深入地探討。 第一部分：闡述了農(nóng)村社會(huì)治安綜合治理的概念和內(nèi)涵以及農(nóng)村社會(huì)治安綜合治理對(duì)農(nóng)村穩(wěn)定的作用、重要意義,同時(shí)分析了新時(shí)期農(nóng)村社會(huì)治安的特點(diǎn)。 第二部分：主要闡述了我國農(nóng)村社會(huì)治安的現(xiàn)狀以及社會(huì)治安綜合治理的必要性與可行性,從而進(jìn)一步說明了加強(qiáng)農(nóng)村社會(huì)治安的重大意義。 第三部分：從影響農(nóng)村社會(huì)治安綜合治理的原因入手,結(jié)合農(nóng)村行政法治現(xiàn)狀,分析了當(dāng)前農(nóng)村社會(huì)治安問題的成因：農(nóng)民法律信仰的缺失、鄉(xiāng)鎮(zhèn)政府和村委會(huì)領(lǐng)導(dǎo)不力、農(nóng)民利益表達(dá)機(jī)制不暢通和糾紛解決機(jī)制存在欠缺。 第四部分：從行政法角度提出合理化建議。針對(duì)存在的問題,提出了做好法治宣傳,培育農(nóng)民的法律信仰；理順基層行政領(lǐng)導(dǎo)體制；健全農(nóng)民利益表達(dá)機(jī)制；完善行政救濟(jì)制度。
[Abstract]:The comprehensive management of rural social security is one of the major issues concerned by the Party and the state. The stability of rural social security is the foundation of our country's national stability, and the good legal construction is the effective guarantee to realize the stability. Therefore, this article divides into four parts to strengthen the rural social security comprehensive management legal system construction, promotes the countryside stability to carry on the thorough discussion. The first part expounds the concept and connotation of comprehensive management of rural social security, the role and significance of comprehensive management of rural social security to rural stability, and analyzes the characteristics of rural social security in the new period. The second part: mainly elaborated our country countryside social security present situation as well as the social security comprehensive management necessity and the feasibility, thus further explained strengthens the countryside social security significance. The third part: starting with the reasons of affecting the comprehensive management of rural social security, combining with the current situation of rural administrative law and order, this paper analyzes the causes of the current rural social security problems: the lack of farmers' legal belief, the weak leadership of the township government and the village committee. The mechanism of farmers' interest expression is not smooth and the dispute resolution mechanism is deficient. The fourth part: from the angle of administrative law puts forward the rationalization proposal. In view of the existing problems, this paper puts forward the following points: to propagate the rule of law, to cultivate the peasants' legal belief; to rationalize the administrative leadership system at the grass-roots level; to perfect the mechanism of expressing the interests of peasants; and to perfect the administrative relief system.
