【摘要】：交通空間影響城市布局,交通速度決定城市效率。隨著城市經(jīng)濟社會的快速發(fā)展,深圳市交通發(fā)展較早地面臨著交通需求持續(xù)高位增長、土地資源日趨緊張、交通擁堵嚴(yán)重影響城市發(fā)展和交通管理職能分散割裂等挑戰(zhàn),深圳市委市政府于2009年進行大部門制改革,成立深圳市交通運輸委,逐步形成深圳“一城一交”的大交通管理體制。深圳作為國內(nèi)第一批構(gòu)建一體化交通管理模式的城市之一,充分借鑒國外先進城市交通發(fā)展的成功經(jīng)驗,在機制體制上實現(xiàn)了一級統(tǒng)籌全市交通運輸管理工作,統(tǒng)一全市城市道路和公路管理主體,城市交通管理職能全面納入大交通管理體系,一體化集成“交通運輸政策—規(guī)劃—設(shè)計—建設(shè)—運營—管理—服務(wù)—應(yīng)急”縱向管理職能,統(tǒng)一管理全市智能交通工作,綜合治理城市交通擁堵,經(jīng)過近八年的實踐,各項舉措逐步便民利民惠民,也累積了豐富的交通改革探索與實踐經(jīng)驗可供國內(nèi)其他城市借鑒。深圳市一體化大交通管理體制雖然具有相當(dāng)?shù)膬?yōu)越性,但是深圳市政府作為交通擁堵治理的供給主體,在決策過程中仍然存在主體定位不清晰、政策失靈、交通規(guī)劃滯后、決策的執(zhí)行和監(jiān)督乏力等主要問題,影響交通擁堵的治理效果。深圳市2016年“禁摩限電”行動中就暴露出了以上問題。政府的工作部門績效管理制度在一定程度上能夠倒逼交通主管部門進行治理機制的革新與優(yōu)化,但績效管理制度本身也有待完善。因此,建議從健全深圳市大交通管理體制、完善政府決策過程、推進政府決策的執(zhí)行、促進對政府決策的監(jiān)督及提升政府績效評估五個方面著力,以此優(yōu)化深圳市政府的城市交通擁堵治理行為。
[Abstract]:Traffic space affects the layout of the city, and the speed of traffic determines the efficiency of the city. With the rapid development of urban economy and society, traffic development in Shenzhen is facing the challenges of continuous high traffic demand growth, land resources becoming increasingly tight, traffic congestion seriously affecting urban development and the decentralization of traffic management functions, and so on. In 2009, Shenzhen Municipal Committee and Municipal Government carried out major department system reform and set up Shenzhen Traffic and Transportation Commission, which gradually formed Shenzhen's "one city, one traffic" big traffic management system. As one of the first cities in China to construct an integrated traffic management model, Shenzhen has fully learned from the successful experience of advanced foreign cities in traffic development, and has realized a first-level overall planning of traffic and transportation management work in the whole city in terms of mechanism and system. Unifying the main body of urban road and highway management, integrating the functions of urban traffic management into the large traffic management system, integrating the vertical management functions of "transportation policy-planning-construction-operation-management-service-emergency". After nearly eight years of practice, all measures are convenient for the people and benefit the people, and the rich experience of exploration and practice of traffic reform can be used for reference by other cities in China. Although the integrated traffic management system of Shenzhen has considerable advantages, the Shenzhen Municipal Government, as the main supply body of traffic congestion management, still has a unclear orientation of the main body in the decision-making process, policy failure, and traffic planning lags behind. The main problems such as weak execution and supervision affect the control effect of traffic congestion. Shenzhen 2016, "ban on motor power limit" action on the exposure of the above problems. To a certain extent, the performance management system of government departments can force the transportation departments to reform and optimize the governance mechanism, but the performance management system itself needs to be improved. Therefore, it is suggested to improve the traffic management system of Shenzhen City, improve the government decision-making process, promote the implementation of government decisions, promote the supervision of government decisions and improve the performance evaluation of the government. In order to optimize the Shenzhen municipal government's urban traffic congestion management behavior.
