構(gòu)建梅州和諧警民關(guān)系研究

【摘要】： 當(dāng)前,構(gòu)建和諧的警民關(guān)系,是梅州公安機(jī)關(guān)貫徹落實(shí)執(zhí)法為民的重要思想,實(shí)踐全心全意為人民服務(wù)宗旨的現(xiàn)實(shí)要求;是完成公安工作任務(wù)和目標(biāo),促進(jìn)公安工作可持續(xù)發(fā)展,構(gòu)建和諧平安梅州的客觀需要。梅州的和諧穩(wěn)定、梅州公安事業(yè)的建設(shè)和發(fā)展離不開全市廣大人民群眾的支持,離不開和諧警民關(guān)系的建設(shè)。梅州公安機(jī)關(guān)準(zhǔn)確把握和諧警民關(guān)系的基本內(nèi)涵,正視當(dāng)前影響和諧警民關(guān)系的因素,進(jìn)一步樹立“民本化”的警務(wù)意識(shí),切實(shí)加強(qiáng)警察公共關(guān)系建設(shè),充分履行好保一方平安的職能,全力維護(hù)社會(huì)的公平與正義。 本文對(duì)警民關(guān)系與和諧警民關(guān)系進(jìn)行了全面的概述,對(duì)梅州警民關(guān)系的歷史狀況進(jìn)行了分析,剖析了影響梅州和諧警民關(guān)系的環(huán)境因素和主、客觀因素,提出了構(gòu)建梅州和諧警民關(guān)系的多種措施。全文內(nèi)容共分五章: 第一章為緒論。通過(guò)西方警務(wù)發(fā)展的各個(gè)階段警察與公眾關(guān)系的演變過(guò)程,揭示了警民關(guān)系在公安工作中的重要地位,并簡(jiǎn)要地概括了中、西方警民關(guān)系研究的現(xiàn)狀和進(jìn)行了扼要的評(píng)述。 第二章為警民關(guān)系與和諧警民關(guān)系。主要從警民關(guān)系的概念入手,對(duì)警民關(guān)系結(jié)構(gòu)進(jìn)行探討和分析,包括涵義、要素和基本屬性分析等,并對(duì)和諧警民關(guān)系特性進(jìn)行了分析,力求對(duì)警民關(guān)系與和諧警民關(guān)系本身有個(gè)全面清楚的了解和把握。 第三章主要對(duì)梅州警民關(guān)系狀況進(jìn)行了分析。大體按照新中國(guó)成立前后—“文革”時(shí)期—改革開放的順序,對(duì)各個(gè)時(shí)期梅州警民關(guān)系狀況作出客觀、準(zhǔn)確的描述和評(píng)價(jià)。同時(shí),提出梅州警民關(guān)系存在的問(wèn)題。如警民關(guān)系出現(xiàn)明顯疏離的跡象;群眾對(duì)警察了解不夠,抱怨和指責(zé)增多;警民雙方權(quán)利和義務(wù)的關(guān)系還不夠均衡;警方的思想觀念和能力在某些方面不適應(yīng)警民關(guān)系發(fā)展的要求等。 第四章是對(duì)當(dāng)前影響梅州警民關(guān)系的因素進(jìn)行深層次分析,包括從環(huán)境層面上的分析(包括從法律法規(guī)層面上、文化層面上、經(jīng)濟(jì)因素層面上、政府層面上等)、從警民關(guān)系主體公安機(jī)關(guān)上分析、從警民關(guān)系客體社會(huì)民眾上的分析,力求找準(zhǔn)影響梅州警民關(guān)系的癥結(jié)。 第五章是提出建設(shè)和諧梅州警民關(guān)系的途徑和措施,如警民關(guān)系建設(shè)應(yīng)納入法制化軌道;政府要為和諧梅州警民關(guān)系建設(shè)塑造良好的社會(huì)氛圍;作為警民關(guān)系主體的公安機(jī)關(guān),應(yīng)首先實(shí)現(xiàn)理念上的重大轉(zhuǎn)變,用和諧的理念統(tǒng)領(lǐng)警民關(guān)系建設(shè),站在鞏固執(zhí)政黨地位的高度重新審視警民關(guān)系;培育良好的警營(yíng)文化,樹立為民服務(wù)的核心價(jià)值觀;強(qiáng)調(diào)服務(wù)關(guān)系,夯實(shí)和諧警民關(guān)系的根基;深化公安體制改革;構(gòu)建和塑造警察文化;強(qiáng)化警察公共關(guān)系建設(shè),從而實(shí)現(xiàn)警民合作互動(dòng),真正走出一條和諧警民關(guān)系建設(shè)之路。
[Abstract]:At present, building a harmonious relationship between the police and the people is a realistic requirement for the public security organs in Meizhou to carry out the important idea of enforcing the law for the people, to practice the tenet of serving the people wholeheartedly, and to complete the tasks and objectives of public security work. Promote the sustainable development of public security work, and construct the objective needs of harmonious and peaceful Meizhou. The construction and development of the public security in Meizhou can not be separated from the support of the broad masses of the people and the construction of the harmonious relationship between the police and the people. Meizhou public security organ accurately grasps the basic connotation of harmonious relationship between the police and the people, faces squarely the factors that affect the harmonious relationship between the police and the people, further sets up the "people-oriented" police consciousness, and strengthens the construction of the police's public relations. Fully perform the function of ensuring peace and security, and strive to safeguard social fairness and justice. This paper gives a comprehensive overview of the relationship between the police and the people, analyzes the historical situation of the relationship between the police and the people in Meizhou, and analyzes the environmental factors, subjective and objective factors that affect the harmonious relationship between the police and the people in Meizhou. Put forward a variety of measures to build a harmonious relationship between the police and the people in Meizhou. The full text is divided into five chapters: the first chapter is an introduction. From the point of view of the main body of the relationship between the police and the people, the public security organs, and the object of the relationship between the police and the people, the author tries to find out the crux of the relationship between the police and the people in Meizhou. The fifth chapter is to put forward the ways and measures to build a harmonious relationship between the police and the people in Meizhou.
