【摘要】：當(dāng)前,世界格局多極化發(fā)展,國際形勢總體趨向緩和。但是隨著國與國之間綜合國力競爭的加劇,竊密與反竊密的斗爭日益激烈。在維護(hù)國家安全和利益的斗爭中,保密工作承擔(dān)重要責(zé)任,在國家政治、經(jīng)濟(jì)、科技等領(lǐng)域的安全方面發(fā)揮重要作用。隨著信息化的快速推進(jìn),計(jì)算機(jī)網(wǎng)絡(luò)等新技術(shù)的廣泛應(yīng)用,保密工作的對象、領(lǐng)域、內(nèi)容、范圍、形勢等發(fā)生了深刻變化。涉密活動(dòng)越來越頻繁,西方敵對勢力的竊密技術(shù)越來越先進(jìn),手段越來越隱蔽,攻勢越來越迅猛,與之相對的是近年來,國內(nèi)保密工作形式嚴(yán)峻,泄密途徑和渠道明顯增多,保密工作的任務(wù)更加艱巨,責(zé)任更加重大。開展保密工作,守住國門、保守國家秘密是政府職能部門義不容辭的責(zé)任。為此,我國政府主要從定密、法制建設(shè)、宣傳教育、技術(shù)防護(hù)、保密檢查等方面開展保密工作,積極履行職能。這些職能共同構(gòu)建了我國政府保密工作的基礎(chǔ)框架,并在開展實(shí)施過程中形成了保密工作的鮮明特征。我國政府保密工作的發(fā)展有著其固有的歷史根源。根據(jù)歷史發(fā)展階段的不同,可以分為建國前的保密工作,建國后到改革開放的保密工作,改革開放以來的保密工作。不同時(shí)期的保密戰(zhàn)略和任務(wù)都不同,但工作方針、思路、理論是一脈相承的,在工作實(shí)踐中具有較強(qiáng)的連續(xù)性。通過對保密工作發(fā)展史的了解,可以幫助我們在分析問題時(shí)具備良好的大局觀、歷史觀,更準(zhǔn)確的得出結(jié)論。當(dāng)前,計(jì)算機(jī)和信息科技的發(fā)展對我國保密工作提出了挑戰(zhàn),國內(nèi)改革開放的深入發(fā)展也對保密工作提出了新的要求,做好新時(shí)期的保密工作十分重要、迫在眉睫。本文通過對新時(shí)期新形勢的分析,以及相應(yīng)的政府應(yīng)對情況的評價(jià),指出了做好保密工作的復(fù)雜性和艱巨性,以及當(dāng)前存在的不足之處。本文認(rèn)為,目前我國保密工作面臨著薄弱環(huán)節(jié)突出、職能轉(zhuǎn)變不到位、規(guī)范化程度不高、科學(xué)水平相對落后等具體問題。本文通過總結(jié)歷史經(jīng)驗(yàn),借鑒國外保密工作情況,對我國保密工作的改進(jìn)措施提出了建議和意見。本文認(rèn)為,新時(shí)期新形勢下,保密工作存在的問題相對復(fù)雜,必須站在全局的高度,整體看待。做好新時(shí)期新形勢下的保密工作,切實(shí)履行維護(hù)國家安全和利益的職責(zé),責(zé)任重大,意義深遠(yuǎn)。既要承認(rèn)保密工作取得的成績,又要認(rèn)清保密工作存在的不足,積極以理論研究帶動(dòng)保密工作實(shí)踐向前發(fā)展,切實(shí)維護(hù)國家安全和利益。進(jìn)一步做好保密工作,必須從實(shí)際出發(fā),從提高思想認(rèn)識(shí)、轉(zhuǎn)變政府職能、推行規(guī)范化管理、加強(qiáng)支撐保障四個(gè)方面入手,明確方向和任務(wù),更好維護(hù)國家安全和利益。
[Abstract]:At present, the world pattern of multi-polar development, the international situation on the whole tends to ease. However, with the intensification of the competition between countries, the struggle between secret theft and anti-theft is becoming increasingly fierce. In the struggle to safeguard national security and interests, secrecy plays an important role in national security in politics, economy, science and technology. With the rapid development of information technology, the wide application of computer network and other new technologies, the object, field, content, scope and situation of secrecy work have undergone profound changes. Secrecy activities are becoming more and more frequent, and the Western hostile forces are becoming more and more advanced in stealing secrets, with more and more concealed means, and more violent offensives. In contrast, in recent years, the domestic secrecy work has become severe, and the channels and channels for leak of secrets have obviously increased. The task of confidential work is more arduous and the responsibility is greater. It is the duty of the government department to keep secret, keep the country door and keep the state secret. Therefore, our government mainly carries out secrecy work from the aspects of secrecy, legal system construction, propaganda and education, technical protection, confidential inspection and so on, and actively performs its functions. These functions have constructed the basic framework of our government's secrecy work together, and formed the distinct characteristic of the secrecy work in the process of carrying out the implementation. The development of government secrecy in China has its inherent historical roots. According to the different stages of historical development, it can be divided into the secrecy work before the founding of the people's Republic of China, the secrecy work from the founding of the people's Republic of China to the reform and opening up, and the secrecy work since the The secrecy strategy and task are different in different periods, but the working policy, train of thought and theory are in the same line, and have strong continuity in the work practice. By understanding the history of secrecy, we can have a good view of overall vision, history, and draw a more accurate conclusion. At present, the development of computer and information technology has challenged the work of secrecy in our country, and the further development of domestic reform and opening up has put forward new requirements for the work of secrecy. It is very important and urgent to do a good job in the work of secrecy in the new period. Based on the analysis of the new situation in the new period and the evaluation of the corresponding government, this paper points out the complexity and difficulty of doing the secrecy work well, as well as the shortcomings of the present situation. This paper holds that at present our country is faced with some specific problems, such as weak links, lack of function transformation, low degree of standardization, relatively backward scientific level and so on. By summing up the historical experience and drawing lessons from foreign countries, this paper puts forward some suggestions and suggestions for improving the work of secrecy in our country. This paper holds that under the new situation, the problems existing in the work of secrecy are relatively complex and must be viewed as a whole from the perspective of the overall situation. It is of great responsibility and far-reaching significance to do a good job of keeping secrets under the new situation and to earnestly fulfill the duty of safeguarding national security and interests. It is not only necessary to acknowledge the achievements made in the work of secrecy, but also to recognize the shortcomings of the work, to actively promote the development of the practice of secrecy with theoretical research, and to earnestly safeguard national security and interests. In order to further do the work of secrecy, we must proceed from the actual situation, improve the ideological understanding, change the government function, carry out the standardized management, strengthen the support and guarantee, make clear the direction and task, and better safeguard the national security and interests.
