【摘要】： 當(dāng)今世界,隨著物質(zhì)文明的極大豐富和社會(huì)的高速發(fā)展,政治、經(jīng)濟(jì)和文化等領(lǐng)域中的各種矛盾也在不斷深化。我國正處于經(jīng)濟(jì)、社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期,各種群體性事件層出不窮,其破壞力越來越大,嚴(yán)重的影響到社會(huì)的穩(wěn)定、國家機(jī)關(guān)的正F常運(yùn)作以及人民群眾的正常生活。對(duì)我國政府的應(yīng)對(duì)能力提出了嚴(yán)峻的挑戰(zhàn)。 老子的《道德經(jīng)》中就有“為之于未有,治之于未亂”的說法,意思是：“行動(dòng)要趕在事故發(fā)生之前,治理要趕在局面還沒有紊亂的時(shí)候”。要有效預(yù)防和處置各類群體性事件,認(rèn)真制定科學(xué)完善的工作預(yù)案是重要環(huán)節(jié)。而公安機(jī)關(guān)是群體性事件處置、維護(hù)社會(huì)穩(wěn)定的專門力量,更應(yīng)高度重視和加強(qiáng)預(yù)案建設(shè),從而不斷提高依法、妥善處置的能力,確保職能作用的充分發(fā)揮。 本文從應(yīng)急管理與公共管理的概念、策略、原則等理論入手,結(jié)合筆者本人的工作實(shí)踐,在總結(jié)相關(guān)部門處置群體性事件中的經(jīng)驗(yàn)和教訓(xùn)基礎(chǔ)上,對(duì)群體性事件的應(yīng)急預(yù)案建設(shè)進(jìn)行研究,并借鑒國外應(yīng)急預(yù)案的成熟經(jīng)驗(yàn),提出加強(qiáng)對(duì)我國地方公安機(jī)關(guān)處置群體性事件應(yīng)急預(yù)案建設(shè)的建議。
[Abstract]:In today's world, with the great enrichment of material civilization and the rapid development of society, various contradictions in political, economic and cultural fields are deepening. China is in the critical period of economic and social transformation, and various mass incidents emerge in endlessly, which have more and more destructive power, which seriously affect the stability of society, the normal operation of state organs and the normal life of the people. It poses a severe challenge to our government's ability to deal with it. There is a saying in Laozi's Book of morality that "the cause is undone, the cure is not disorder", which means that "action must be done before an accident occurs, and governance must be done before the situation is in disorder." To effectively prevent and deal with all kinds of mass incidents, it is important to make scientific and perfect work plan. The public security organ is a special force to deal with mass incidents and maintain social stability. It should attach great importance to and strengthen the construction of preliminary plans so as to continuously improve the ability of handling according to law and ensure the full play of the function. This paper begins with the concepts, strategies and principles of emergency management and public management, combining with the author's own work practice, on the basis of summing up the experiences and lessons of the relevant departments in dealing with mass incidents. This paper studies the construction of emergency plans for mass incidents, and draws lessons from the mature experience of foreign countries, and puts forward some suggestions for strengthening the construction of emergency plans for local public security organs in China.
