刑警學院警務化管理評價方法及系統(tǒng)開發(fā)研究

【摘要】:公安院校是培養(yǎng)高素質創(chuàng)造性公安人才的重要基地,刑警學院在培養(yǎng)公安人才方面在全國公安院校中具有重要作用,是知識創(chuàng)新的重要基地和國家創(chuàng)新體系的重要組成部分。高等學校實施素質教育的重點是培養(yǎng)創(chuàng)新人才和為經(jīng)濟社會發(fā)展服務,刑警學院在人才培養(yǎng)模式上需要創(chuàng)新,通過各種教學模式創(chuàng)新對在校學生進行合理化管理以促進專業(yè)人才培養(yǎng),從而更好地提高學生的業(yè)務能力和個人素質,而警務化管理是刑警學院綜合素質培養(yǎng)的重要管理模式;诖,本文針對刑警學院的實際情況,圍繞警務化管理影響因素分析、警務化管理的評價及警務化管理評價原型系統(tǒng)的開發(fā)等問題進行了以下方面研究: (1)針對警務化管理評價、績效評價與層次分析法等方面進行了相關研究文獻綜述。從不同的角度闡述了警務化管理的定義,分析了警務化管理評價的過程和影響因素。 (2)分析了刑警學院警務化管理的現(xiàn)狀,提煉出警務化管理的評價指標要素,建立了警務化管理評價指標體系。 (3)在分析警務化管理評價指標的層次結構的基礎上,給出了評價指標權重系數(shù)的計算方法及綜合評價值的計算方法。 (4)在評價方法的研究基礎上,進行警務化管理評價系統(tǒng)的規(guī)劃與設計,開發(fā)了警務化管理評價系統(tǒng)的原型。
[Abstract]:Public security colleges and universities are important bases for cultivating high-quality and creative public security personnel, and criminal police colleges play an important role in the training of public security personnel throughout the country, as well as an important base for knowledge innovation and an important part of the national innovation system. The emphasis of quality education in colleges and universities is to train innovative talents and serve the economic and social development. Through the innovation of various teaching modes, the rational management of the students is carried out in order to promote the cultivation of professional talents, so as to improve the students' professional ability and personal quality better, and the policing management is an important management mode for the comprehensive quality training of Interpol College. Based on this, according to the actual situation of criminal police college, this paper analyzes the influencing factors of policing management. The evaluation of policing management and the development of the prototype system of the evaluation of policing management are studied in the following aspects: (1) the literature review on the evaluation of policing management, performance evaluation and analytic hierarchy process (AHP) is carried out. This paper expounds the definition of policing management from different angles, analyzes the process and influencing factors of the evaluation of policing management. (2) analyzes the present situation of policing management in Interpol College, and abstracts the evaluation index elements of policing management. The evaluation index system of policing management is established. (3) on the basis of analyzing the hierarchical structure of the evaluation index of policing management, The calculation method of the weight coefficient of the evaluation index and the calculation method of the comprehensive evaluation value are given. (4) on the basis of the research of the evaluation method, the planning and design of the police management evaluation system are carried out. The prototype of the police management evaluation system is developed.
