【摘要】：當前,新疆正處于暴力恐怖活動活躍期、反分裂斗爭激烈期、干預治療陣痛期,宗教極端思想滲透蔓延,暴力恐怖活動頻發(fā),嚴重危害了國家統(tǒng)一,破壞了民族團結,各族群眾的生命財產(chǎn)安全受到威脅。第二次中央新疆工作座談會上,習近平總書記將新疆工作的總目標明確為“社會穩(wěn)定和長治久安”。為實現(xiàn)這一目標,需要立足新疆實際,總結治理新疆工作經(jīng)驗,解決突出問題,建立起長效機制。作為新疆自治區(qū)經(jīng)濟、政治中心,烏魯木齊市是全疆反恐維穩(wěn)的主戰(zhàn)場和主陣地,也是境內外暴力恐怖組織和宗教極端勢力實施暴力恐怖活動,進行分裂滲透的主要目標。如何實現(xiàn)烏魯木齊社會穩(wěn)定,關乎新疆穩(wěn)定大局。近年來,烏魯木齊市委、市政府在維護社會穩(wěn)定中做了大量的工作,創(chuàng)新社區(qū)管理服務模式、加強流動人口和宗教事務管理,不斷完善維護穩(wěn)定工作機制,取得了良好的效果。但是也應該清醒的看到,烏魯木齊市維護穩(wěn)定工作中仍然存在一些薄弱環(huán)節(jié),需要加以逐步解決。本文通過介紹新疆暴力恐怖活動特點、穩(wěn)定形勢,目前烏魯木齊市維護社會穩(wěn)定工作機制及存在的問題,分析提出構建烏魯木齊市社會穩(wěn)定長效機制。
[Abstract]:At present, Xinjiang is in an active period of violent terrorist activities, a period of intense anti-splittist struggle, a period of intervention and treatment of labor pains, the spread of religious extremist ideas, and frequent violent terrorist activities, which seriously endanger national unity and undermine national unity. The lives and property of the people of all nationalities are under threat. At the second Central Xinjiang work Forum, General Secretary Xi Jinping defined the overall goal of Xinjiang's work as "social stability and long-term stability." In order to achieve this goal, it is necessary to base on the reality of Xinjiang, sum up the working experience of controlling Xinjiang, solve outstanding problems, and establish a long-term mechanism. As the economic and political center of Xinjiang Autonomous region, Urumqi is the main battlefield and main position for maintaining stability against terrorism in Xinjiang. It is also the main target of violent terrorist activities carried out by violent terrorist organizations and religious extremist forces inside and outside Xinjiang. How to realize the social stability of Urumqi is related to the overall situation of Xinjiang stability. In recent years, Urumqi party committee and government have done a lot of work in maintaining social stability, innovating community management service mode, strengthening floating population and religious affairs management, continuously perfecting the working mechanism of maintaining stability, and obtaining good results. But we should also see soberly that there are still some weak links in the work of maintaining stability in Urumqi, which need to be solved step by step. By introducing the characteristics of violent and terrorist activities in Xinjiang, stabilizing the situation, the working mechanism and existing problems of maintaining social stability in Urumqi at present, this paper analyzes and puts forward the long-term mechanism of social stability in Urumqi.
