【摘要】：涉警輿情生成于中國社會轉(zhuǎn)型的宏觀背景和互聯(lián)網(wǎng)助力的微觀背景,其最終態(tài)勢取決于政治管控與技術(shù)力量的博弈結(jié)果。近年來的涉警輿情熱點(diǎn)事件具有警察集群化發(fā)聲開始影響輿論走向、輿情幾度爆發(fā)促成長尾效應(yīng)顯現(xiàn)、輿情頻繁反轉(zhuǎn)令事件真相真?zhèn)坞y辨三大特點(diǎn),反映出緊張的警民關(guān)系和微妙的警媒關(guān)系。涉警輿情的發(fā)展趨勢是輿論格局不斷被刷新并趨于開放,輿情結(jié)果被警方、民眾和媒體三方力量博弈而左右,輿情核心依然是對事件真相的揭示與反思。相應(yīng)的涉警輿情協(xié)同治理模式應(yīng)為以涉警輿情事件為觸發(fā)點(diǎn),以警方、媒體和民眾為治理主體,通過利益協(xié)調(diào)和資源配置形成良性互動關(guān)系,通過溝通調(diào)和和功能聚合確保目標(biāo)走向和有效結(jié)果的立體化結(jié)構(gòu)。
[Abstract]:The public opinion is formed in the macro background of China's social transformation and the micro background of Internet help, and its final situation depends on the result of the game between political control and technical power. In recent years, the hot events involving police public opinion have the following three characteristics: the voice of the police cluster has begun to influence the trend of public opinion, the public opinion burst several times to promote the end effect of growth, and the frequent reversal of public opinion makes the truth of the incident difficult to distinguish between the truth and the falsehood. It reflects the tense relationship between the police and the public and the delicate relationship between the police and the media. The development trend of public opinion involving police is that the pattern of public opinion is constantly refreshed and tends to be open, and the result of public opinion is controlled by the tripartite power game of police, people and media, and the core of public opinion is still to reveal and reflect on the truth of the incident. The corresponding cooperative governance model of police public opinion should take the incident of police public opinion as the trigger point, take the police, the media and the public as the governance subject, and form a benign interactive relationship through the coordination of interests and the allocation of resources. Three-dimensional structure of goal orientation and effective results is ensured through communication reconciliation and functional aggregation.
