【摘要】：隨著防控體系建設(shè)步入深水區(qū)、攻堅(jiān)期,整合變動(dòng)指揮體系轉(zhuǎn)型升級(jí)的重要性、關(guān)鍵性和緊迫性已刻不容緩。科學(xué)高效的警務(wù)指揮體系是提高公安機(jī)關(guān)在動(dòng)態(tài)化、信息化條件下應(yīng)急處突和整體作戰(zhàn)能力的重要舉措。面對(duì)社會(huì)治安新形勢(shì),深化改革新方向,人民群眾新需求,公安機(jī)關(guān)要深化認(rèn)識(shí),深入推進(jìn)警務(wù)指揮體系的改革創(chuàng)新,構(gòu)建指揮高效、反應(yīng)迅速、處置及時(shí)、保障有力的扁平化警務(wù)指揮體系是必然選擇。但與此同時(shí),面對(duì)機(jī)構(gòu)臃腫職能不清、指揮權(quán)限多頭交叉、處警力量缺乏整合、情報(bào)信息共享不足、人員素質(zhì)有待提高等問(wèn)題嚴(yán)重制約了扁平化警務(wù)指揮體系的進(jìn)一步發(fā)展,又缺少扁平化警務(wù)指揮理論基礎(chǔ)和現(xiàn)實(shí)經(jīng)驗(yàn)的積累,致使其在有效駕馭當(dāng)前復(fù)雜的治安形勢(shì)和全面提升公安警務(wù)工作整體效能方面作用有限,與滿(mǎn)足人民群眾日益提高的平安需求存在差距。為此,本文將主要參考梳理近年來(lái)學(xué)者對(duì)于警務(wù)指揮、警務(wù)改革相關(guān)的研究,通過(guò)分析這些資料,結(jié)合國(guó)內(nèi)外開(kāi)展警務(wù)指揮體系的實(shí)踐經(jīng)驗(yàn),運(yùn)用扁平化管理理論、整體性治理理論、無(wú)增長(zhǎng)改善理論等管理學(xué)理論,從寧波市實(shí)施扁平化警務(wù)指揮體系的現(xiàn)狀出發(fā),剖析體系運(yùn)轉(zhuǎn)過(guò)程中出現(xiàn)的問(wèn)題和原因,給出完善寧波市扁平化警務(wù)指揮體系的對(duì)策建議,提出在組織架構(gòu)扁平化的基礎(chǔ)上,實(shí)施虛擬扁平化,統(tǒng)籌指揮、情報(bào)、信息、裝備、警力等資源,集成通訊、視頻、網(wǎng)絡(luò)等技術(shù)手段,促進(jìn)警務(wù)指揮扁平化的順利變革。
[Abstract]:With the construction of the defense and control system entering the Deepwater area, it is of great importance and urgency to transform and upgrade the integrated and changeable command system. To deepen the new direction of reform and meet the new needs of the people, the public security organs should deepen their understanding, promote the reform and innovation of the police command system, build a flat police command system with high efficiency, quick response, prompt disposal and powerful guarantee. But at the same time, facing the bloated functions of the organization, the command authority is multi-headed and the police are dealt with. Lack of integration of forces, insufficient sharing of intelligence and information, and the need to improve the quality of personnel seriously restrict the further development of flat police command system, and the lack of theoretical basis and practical experience accumulation of flat police command, resulting in its effective control of the current complex security situation and the overall improvement of the overall effectiveness of police work. Therefore, this paper will mainly refer to the research of scholars on Police Command and police reform in recent years. Through the analysis of these data, combined with the practical experience of carrying out the police command system at home and abroad, the flat management theory will be applied to the overall governance. Based on the present situation of the flat police command system in Ningbo City, this paper analyzes the problems and causes in the operation of the system, puts forward some countermeasures and suggestions for perfecting the flat police command system in Ningbo City, and puts forward the implementation of virtual flat and overall planning on the basis of flat organizational structure. Command, intelligence, information, equipment, police and other resources, integrated communications, video, network and other technical means to promote the smooth reform of police command flattening.
