【摘要】：消防安全是社會公共安全體系的重要組成部分和城市管理的重要內(nèi)容,具有長期性、反復(fù)性、艱巨性、風(fēng)險性、基礎(chǔ)性等特點,是衡量一個城市、乃至一個國家文明程度和管理水平的重要標(biāo)志。消防管理則是以消防公共安全的有效保障和治理為目的的社會活動,是人們對用火的管理和預(yù)防、消滅火災(zāi)等工作的統(tǒng)稱。 東莞市處于改革開放的前沿陣地,社會、經(jīng)濟(jì)飛速發(fā)展,創(chuàng)造了舉世矚目的“東莞奇跡”,成為中國最具活力、經(jīng)濟(jì)最活躍的新興工業(yè)城市之一,是舉世聞名的現(xiàn)代制造業(yè)名城。當(dāng)前,東莞市正處在加快實施經(jīng)濟(jì)社會雙轉(zhuǎn)型戰(zhàn)略,全面推進(jìn)改革發(fā)展的關(guān)鍵時期。在城市化急速推進(jìn)過程中,東莞市消防管理明顯滯后于社會、經(jīng)濟(jì)發(fā)展的問題也逐步顯現(xiàn),消防管理體制不健全,消防站建設(shè)及消防道路、消防水源規(guī)劃等方面歷史欠賬多,消防安全管理無序、火災(zāi)隱患基數(shù)和整改難度大、城市整體防范能力偏弱,群眾消防安全意識和消防法制觀念淡薄、自防自救能力弱,消防力量體系不完備、整體實戰(zhàn)能力不夠強(qiáng),消防技術(shù)裝備配置缺乏科學(xué)規(guī)劃等制約性因素導(dǎo)致全市在消防安全管理方面承受著巨大壓力。 本論文研究的中心是轉(zhuǎn)型時期東莞市消防管理存在的問題與對策。本文首先介紹了東莞市消防管理體制的特點以及消防管理的現(xiàn)狀,通過文獻(xiàn)分析法、比較分析法、實證分析法等研究方法深入分析目前東莞市消防管理存在的問題及其成因。從健全消防管理體制、推行標(biāo)準(zhǔn)化消防管理、推動消防管理職業(yè)化和社會化建設(shè)和加強(qiáng)消防基礎(chǔ)性建設(shè)等多個方面探討了東莞市消防管理發(fā)展途徑。使東莞市逐步建立與經(jīng)濟(jì)社會發(fā)展相適應(yīng)、與國際消防接軌的現(xiàn)代消防運行機(jī)制,從而有效地預(yù)防火災(zāi)和減少火災(zāi)危害,保護(hù)人民生命和財產(chǎn)安全,為推進(jìn)東莞市經(jīng)濟(jì)社會雙轉(zhuǎn)型創(chuàng)造良好的消防安全環(huán)境。
[Abstract]:Fire safety is an important part of the social public security system and an important content of urban management. It has the characteristics of long-term, repeatability, hardship, risk, foundation, etc. It is a measure of a city. Even an important symbol of a country's civilization and management level. Fire management is a kind of social activities aimed at the effective protection and management of fire safety. It is a general term for the management and prevention of fire and the elimination of fire. Dongguan City is in the forefront of reform and opening up. The rapid development of society and economy has created a "Dongguan miracle" that attracts worldwide attention. It has become one of the most dynamic and economically active emerging industrial cities in China. Is a world-famous modern manufacturing city. At present, Dongguan City is in the key period of accelerating the implementation of the dual economic and social transformation strategy and comprehensively promoting the reform and development. In the process of rapid urbanization, the fire control management in Dongguan obviously lags behind the society, the problems of economic development also gradually appear, the fire control management system is not perfect, the history of fire station construction and fire protection road, fire water source planning and so on are many. The management of fire safety is disordered, the base of fire hidden danger and the difficulty of rectification are great, the overall ability of preventing fire is weak, the consciousness of fire safety and the concept of fire protection legal system are weak, the ability of self-prevention and self-rescue is weak, and the system of fire power is not complete. The whole actual combat ability is not strong enough, and the limited factors such as the lack of scientific planning in the configuration of fire technical equipment lead to great pressure on the fire safety management in the whole city. The center of this paper is the problems and countermeasures of fire control management in Dongguan City during the transition period. This paper first introduces the characteristics of fire control management system and the present situation of fire control management in Dongguan City. Through the research methods of literature analysis, comparative analysis and empirical analysis, this paper deeply analyzes the existing problems and causes of fire control management in Dongguan City. This paper probes into the developing ways of fire control management in Dongguan City from the aspects of perfecting the fire control management system, carrying out standardized fire control management, promoting the professionalization and socialization of fire control management and strengthening the basic fire control construction. To make Dongguan City gradually establish a modern fire control operation mechanism in line with economic and social development and in line with international fire control, so as to effectively prevent and reduce fire hazards, protect people's lives and property safety, To promote the economic and social transformation of Dongguan City to create a good fire safety environment.
