【摘要】：網(wǎng)絡(luò)時代是現(xiàn)代化中國轉(zhuǎn)型期的一個重要階段,對中國的政治、經(jīng)濟和社會發(fā)展有著至深且巨的影響,對公安機關(guān)的執(zhí)法理念、體制安排和行為方式均有相當(dāng)大的結(jié)構(gòu)性壓力和變革促進動力,形成警務(wù)創(chuàng)新的時代要求。社會資本理論作為一個中觀分析理論范式,在常見的經(jīng)濟資本、技術(shù)資本和人力資本外,以政策網(wǎng)絡(luò)、關(guān)系網(wǎng)絡(luò)、社會信任與政治信任、制度共識、大眾參與等要素供給為警務(wù)創(chuàng)新提供了一個新的學(xué)理資源和政策視角。由此,網(wǎng)絡(luò)時代社會資本視域下警務(wù)創(chuàng)新的路徑有:確立以人為本的警務(wù)理念,開展民生型警務(wù);引導(dǎo)大眾參與,開展民意導(dǎo)向型警務(wù);共建關(guān)系網(wǎng)絡(luò),實現(xiàn)協(xié)同式社會管理;建設(shè)和諧公安文化,共建內(nèi)部共識,提升團隊的凝集力、執(zhí)行力與戰(zhàn)斗力。
[Abstract]:The network age is an important stage in the transition period of modern China. It has a profound and enormous influence on the political, economic and social development of China, and has a profound impact on the law enforcement concept of the public security organs. The institutional arrangement and the behavior mode have the considerable structural pressure and the reform impetus, forms the police service innovation time request. Social capital theory as a meso-analytical theoretical paradigm, in common economic capital, technical capital and human capital, to policy networks, relationship networks, social trust and political trust, institutional consensus, Mass participation and other factors provide a new theoretical resource and policy perspective for police innovation. Therefore, the ways of police service innovation in the social capital field of network era are as follows: establishing people-oriented policing concept, carrying out people-oriented policing, guiding the public to participate, developing population-oriented policing, building a network of relationships, and realizing cooperative social management; Build a harmonious public security culture, build internal consensus, and enhance the agglutination, execution and combat effectiveness of the team.
