成都市龍泉驛區(qū)處置“10.27”電動(dòng)三輪車(chē)非法營(yíng)運(yùn)的案例研究
[Abstract]:Illegal operation is a social phenomenon that has existed in many places for many years now. On the one hand, it disturbs the normal traffic order and damages the interests of legal operators, on the other hand, it is because of different traffic conditions. The lack of vehicle insurance has brought direct or indirect threat to passengers' life and property, seriously affected the image of the city, affected social stability, and has become a major problem in the government's social governance. Based on the case study of handling the illegal operation of "10.27" electric tricycle in Longquanyi District of Chengdu, this paper deeply analyzes the existing basis and system in the process of controlling the illegal operation of electric tricycle in Longquanyi District. The problem that the mechanism is not smooth is analyzed, and it is analyzed that the illegal operators of electric tricycles are not adequately punished by the disposal of the illegal operators of electric tricycles in the region, and the legitimate operators are not thus able to protect their interests more effectively. Passenger interests have not been directly improved and protected as a result; in contrast to relevant national standards, the urbanization level, the number of permanent residents and the allocation of taxis and buses in Longquanyi District are analyzed. The paper points out the fundamental problem that the supply of public transportation exceeds supply. Through empirical research and literature research, it is found that the fundamental reason for the unsuccessful handling of the illegal operation of electric tricycles in Longquanyi District lies in the "blocking" rather than the fundamental mistake of meeting the travel needs of the people. On this basis, combined with the domestic and foreign research situation, summarized the experience and lessons of controlling the illegal operation of electric tricycle, drew the conclusion that the mechanism of controlling illegal operation of electric tricycle must be straightened out to ensure the consistency of power and responsibility, and the existing pattern of interests must be broken. Through the reform of taxi management system, the study of "special car" services and other measures to reduce the illegal operation of electric tricycle living space; The development of various forms of public transport supply must be regarded as the most important task of controlling the illegal operation of electric tricycles. Only through the comprehensive application of these measures, can we effectively control the illegal operation of electric tricycles. Because electric tricycles occupy more than 90% of the power of illegal operation vehicles in Longquanyi District, although motorcycles and private cars are also important carriers of illegal operation, they are not the focal points of this paper.
