【摘要】：戶籍制度是一項(xiàng)包含多種利益分配的身份制度,戶籍改革意味著利益結(jié)構(gòu)的大調(diào)整,必然面臨復(fù)雜的博弈。圍繞"農(nóng)轉(zhuǎn)非"戶籍改革,握有主導(dǎo)權(quán)的城市政府表現(xiàn)出鮮明的"經(jīng)濟(jì)人"本色——追求自我利益最大化,往往會(huì)陷入"土地財(cái)政"而難以自拔。地方政府以土地財(cái)政為內(nèi)容的運(yùn)動(dòng)式城市化在理念上就是被異化的,它服從于追求政績(jī)最大化的"政治邏輯",而非經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的理性邏輯。中國(guó)的城市化進(jìn)程中的種種"非合作博弈"使得這一進(jìn)程正在遭遇挫折,有不可持續(xù)之虞。
[Abstract]:The household registration system is an identity system which includes a variety of benefits distribution. The reform of household registration means the adjustment of the interest structure, which is bound to face a complicated game. According to the reform of household registration, the urban government with dominant power shows the essence of "economic man"-pursuing the maximization of self-interest, which often falls into "land finance" and is difficult to extricate itself from. The local government is dissimilated in the concept of the movement urbanization with land finance as its content. It serves the "political logic" of pursuing the maximization of political achievements rather than the rational logic of sustainable development of economy and society. All kinds of "non-cooperative game" in the process of urbanization in China make this process encounter setbacks and be in danger of being unsustainable.
