     本文從宏觀上探討了建立校園公共安全管理體系的內(nèi)容及框架,對(duì)其中的幾個(gè)典型問(wèn)題如校園公共安全危害辨識(shí)體系、校園安全行政管理體系和校園突發(fā)性應(yīng)急預(yù)案的特征和校園安全文明等進(jìn)行了初步的探討,對(duì)進(jìn)一步研究影響校園安全的要素、提升校園公共安全能力與應(yīng)急救援能力具有參考意義。

The publication and implement of Law of Punishments in Public Order and Security Administration has established legal references for public security organs when executing penalties upon illegal conduct relating to drug against public safety administration.It inherits those relevant regulations on illegal conduct relating to drug both in Decisions on Drug Banning and Regulations of Punishmentes in Public Order and Security Administration however,it has also made some addition and improvement on the aspects of scope of adjustment and degree of change so as to deal with some problems existing in how to give legal punishments to illegal conduct relating to drug in our country.Nevertheless,it still has some disadvantages on legislation and its application needed to be improved with some specific implementing items.

《治安管理處罰法》頒布施行后,將成為公安機(jī)關(guān)處罰涉毒違法行為的法律依據(jù)。該法繼承了《關(guān)于禁毒的決定》和《治安管理處罰條例》對(duì)涉毒違法行為的有關(guān)規(guī)定,并在調(diào)整范圍、處罰幅度等方面進(jìn)行了補(bǔ)充和修改,解決了我國(guó)法律在懲治涉毒違法行為的立法和適用上的部分問(wèn)題;但仍存在立法上的遺漏和適用上的不足,應(yīng)進(jìn)一步制訂實(shí)施細(xì)則加以完善。
