警方危機(jī)傳播研究

【摘要】： 近年來(lái),“上海楊佳襲警案”、“黑龍江6名警察毆打糾紛對(duì)方致死案”、“躲貓貓”事件等通過(guò)媒體傳播將警方危機(jī)管理問題從政府理性層面赤裸裸地推向了社會(huì)大眾的感性層面。作為國(guó)家機(jī)器的公安機(jī)關(guān),其特殊性質(zhì)和業(yè)務(wù)特點(diǎn)決定了警方的一舉一動(dòng)尤其是一旦發(fā)生了危機(jī)必然會(huì)成為社會(huì)矚目的熱點(diǎn)和媒體關(guān)注的焦點(diǎn)。公安機(jī)關(guān)在處置危機(jī)事件時(shí),其新聞傳播策略科學(xué)與否直接影響著危機(jī)處置的效果,甚至可能影響著整個(gè)政府形象。 本文通過(guò)梳理回顧上海“楊佳襲警案”和英國(guó)倫敦警方誤殺巴西籍男子兩個(gè)警方危機(jī)傳播案例的全過(guò)程,對(duì)比中西方國(guó)家警方在危機(jī)傳播中的得失,在對(duì)相關(guān)研究成果進(jìn)行梳理整合的基礎(chǔ)上,運(yùn)用新聞傳播學(xué)、危機(jī)管理學(xué)、公共行政學(xué)理論,從警方角度出發(fā),指出我國(guó)警方缺乏健全的警務(wù)信息公開制度,公眾知情權(quán)難以得到保證;危機(jī)傳播機(jī)制不完善、缺乏靈活性;依然存在公安機(jī)關(guān)在危機(jī)信息傳播中不報(bào)、少報(bào)、緩報(bào)、漏報(bào)現(xiàn)象;警方危機(jī)恢復(fù)期的新聞傳播常常缺位;警方與公眾之間的信息反饋機(jī)制不順暢等問題,其成因主要是:尚未樹立正確的危機(jī)意識(shí)和傳播觀念;我國(guó)公安機(jī)關(guān)傳統(tǒng)的警方信息傳播管理體制、警方信息傳播機(jī)構(gòu)設(shè)置不合理等權(quán)力結(jié)構(gòu)方面的原因;警方危機(jī)傳播的內(nèi)部執(zhí)行系統(tǒng)不健全;不少地區(qū)公安機(jī)關(guān)缺少應(yīng)對(duì)危機(jī)的經(jīng)驗(yàn);商業(yè)化趨勢(shì)、媒體從業(yè)者個(gè)人素質(zhì)、被違法犯罪行為所利用等媒體因素。文章最后就如何進(jìn)行警方危機(jī)傳播,維護(hù)社會(huì)主義國(guó)家公安機(jī)關(guān)的良好形象,提出了相應(yīng)對(duì)策建議。在警方危機(jī)傳播機(jī)制方面需進(jìn)一步變革警方危機(jī)傳播理念;建立完善的警方危機(jī)傳播體系;設(shè)置合理的常設(shè)性的警方危機(jī)傳播機(jī)構(gòu);理順警方各職能部門間的關(guān)系;建立良好的警方公共關(guān)系等。在傳播策略方面,文章除了提出政府傳播的幾個(gè)基本要點(diǎn),如主動(dòng)快速發(fā)布、以我為主滾動(dòng)發(fā)布、口徑一致、滿足基本需要外,還結(jié)合傳播行為模型提出了幾個(gè)較新的觀點(diǎn),即設(shè)置“意見領(lǐng)袖”、科學(xué)設(shè)置議程實(shí)現(xiàn)公安機(jī)關(guān)形象修復(fù)。鑒于目前國(guó)內(nèi)危機(jī)管理學(xué)界對(duì)于公安機(jī)關(guān)這樣一個(gè)特殊執(zhí)法部門在危機(jī)管理中新聞傳播的專門研究較為缺乏,因此,本文對(duì)于我國(guó)警方危機(jī)傳播具有一定的指導(dǎo)意義和參考價(jià)值。
[Abstract]:In recent years, the "Shanghai Yang Jia assault case" and "Heilongjiang six policemen beating the other party to death case," The "hide and seek" incident has pushed the problem of police crisis management from the government's rational level to the public's perceptual level. As the public security organ of the state machine, its special nature and professional characteristics determine the police's every move, especially once the crisis occurs, it will become the hot spot of the society and the focus of the media attention. When the public security organs deal with the crisis, their news communication strategy directly affects the effect of crisis management, and may even affect the image of the whole government. Through combing and reviewing the whole process of the case of "Yang Jia assault on Police" in Shanghai and the case of police manslaughter of Brazilian man in London, this paper compares the gains and losses of Chinese and Western police in crisis communication. On the basis of combing and integrating the related research results, using the theory of news communication, crisis management, public administration, and from the perspective of the police, the author points out that the police in our country lack a sound police information publicity system. The public's right to know is difficult to be guaranteed; the crisis communication mechanism is imperfect and lack of flexibility; there still exists the phenomenon that the public security organs do not report, underreport, delay and fail to report in the crisis information dissemination; the news communication in the recovery period of the police crisis is often absent; The main causes of the unsmooth information feedback mechanism between the police and the public are that the correct sense of crisis and the concept of communication have not been established, the traditional police information communication management system of our country's public security organs, The reasons for the unreasonable power structure of police information dissemination organizations, the unsound internal execution system of police crisis communication, the lack of experience of many regional public security organs in responding to the crisis, the commercialization trend, the personal qualities of media practitioners, By the use of illegal and criminal activities and other media factors. Finally, the article puts forward the corresponding countermeasures and suggestions on how to spread the police crisis and maintain the good image of the public security organs in socialist countries. In the aspect of police crisis communication mechanism, it is necessary to further change the police crisis communication concept, establish a perfect police crisis communication system, set up reasonable permanent police crisis communication organization, and straighten out the relationship between various police departments; Establish good police public relations, etc. In the aspect of communication strategy, the article not only puts forward several basic points of government communication, such as active and rapid release, rolling release with our own principle, consistent calibre, and meets basic needs, but also puts forward several new viewpoints combined with communication behavior model. That is, set up "opinion leaders", scientific agenda to achieve public security organs image repair. In view of the lack of special research on the dissemination of news in crisis management by such a special law enforcement department as the public security organ in the domestic crisis management academic circles, This article has certain guiding significance and reference value to our country police crisis dissemination.
