【摘要】：任何一個(gè)行業(yè)都具有相應(yīng)的職業(yè)道德來(lái)規(guī)范從業(yè)者的職業(yè)行為。警察作為一種特殊的職業(yè)，它所維護(hù)的是廣大人民群眾的切身利益，是黨和國(guó)家行使權(quán)力的代言人。因此，警察的職業(yè)道德較之其它的職業(yè)道德而言又具有鮮明的政治性和法律的約束性。然而，隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展，社會(huì)上不斷涌現(xiàn)出新的問(wèn)題和矛盾，為了維護(hù)社會(huì)穩(wěn)定，不但對(duì)警察業(yè)務(wù)素質(zhì)上提出了新的要求，，許多新的誘惑也考驗(yàn)著人民警察的職業(yè)操守和職業(yè)道德。警察隊(duì)伍中少數(shù)立場(chǎng)不堅(jiān)定的人員在執(zhí)法過(guò)程中敷衍了事、徇私舞弊、利用手中權(quán)力謀取個(gè)人利益等現(xiàn)象在群眾中造成了消極影響，嚴(yán)重?fù)p害了黨和國(guó)家的形象；正因如此，人民群眾也越來(lái)越關(guān)注警察的職業(yè)道問(wèn)題。由此可見(jiàn)，現(xiàn)階段加強(qiáng)基層民警職業(yè)道德建設(shè)對(duì)于維護(hù)國(guó)家公共形象、構(gòu)建社會(huì)主義和諧社會(huì)、以及促進(jìn)警察自身發(fā)展都具有重要意義。而基層民警作為執(zhí)法一線，其工作特性在警察執(zhí)法過(guò)程中又有著更多的特別之處和代表性。在本論文中特別針對(duì)基層民警中的市區(qū)派出所民警作為研究對(duì)象，而調(diào)研數(shù)據(jù)取自吉林省四平市公安局，借此窺探基層民警的職業(yè)道德建設(shè)的路徑。 本文在闡述民警職業(yè)道德基本理論的同時(shí)，結(jié)合我國(guó)民警當(dāng)前職業(yè)道德建設(shè)狀況，深入的分析了民警一些不符合警察職業(yè)道德規(guī)范行為的產(chǎn)生原因，試圖尋找提高民警職業(yè)道德素質(zhì)行之有效的方法。希望通過(guò)筆者的研究，能為警察職業(yè)道德建設(shè)提供一定的理論參考。
[Abstract]:Any industry has a corresponding professional ethics to regulate the professional behavior of practitioners. As a special profession, police protect the vital interests of the broad masses of the people and represent the Party and the state in exercising their power. Therefore, compared with other professional ethics, police professional ethics has a distinct political and legal binding. However, with the development of the market economy, new problems and contradictions emerge constantly in the society. In order to maintain social stability, new demands have been put forward not only on the quality of the police business, but also on the quality of the police business. Many new temptations also test the professional integrity and professional ethics of the people's police. A small number of people in the police force who are not firm in their positions have perfunctorily acted in the course of law enforcement, engaged in malpractice for personal gain, and used their power to obtain personal interests, which have had a negative impact on the masses and seriously damaged the image of the Party and the country; for this reason, The people also pay more and more attention to the problem of the professional road of the police. It can be seen that it is of great significance to strengthen the construction of grass-roots police professional ethics for the maintenance of the national public image, the construction of a socialist harmonious society, and to promote the development of the police themselves. As the first line of law enforcement, the working characteristics of grass-roots police have more special features and representativeness in the process of police law enforcement. In this paper, the police of the urban police station in the grass-roots police as the research object, and the investigation data are taken from the Siping City Public Security Bureau of Jilin Province to explore the path of the professional ethics construction of the grass-roots police. While expounding the basic theory of police professional ethics and combining with the current situation of our country's police professional ethics construction, this paper deeply analyzes the reasons why the police do not conform to the police professional ethics standard behavior. This paper tries to find an effective way to improve the professional moral quality of the police. Hope through the author's research, can provide certain theoretical reference for the police professional ethics construction.
