【摘要】： 預(yù)防職務(wù)犯罪工作是一項(xiàng)社會(huì)性工程,應(yīng)當(dāng)運(yùn)用系統(tǒng)論的方法,充分調(diào)動(dòng)、發(fā)揮全社會(huì)的力量,在黨委的統(tǒng)一領(lǐng)導(dǎo)下,建立和形成檢察機(jī)關(guān)、紀(jì)檢監(jiān)察、審計(jì)和法院等部門(mén)協(xié)調(diào)配合,社會(huì)大眾和新聞?shì)浾摴餐瑓⑴c的社會(huì)化預(yù)防機(jī)制。隨著電子政務(wù)、電子檢務(wù)的興起和發(fā)展,信息技術(shù)的運(yùn)用為職務(wù)犯罪預(yù)防工作方式的創(chuàng)新提供技術(shù)可能。信息技術(shù)是實(shí)現(xiàn)資源共享的有效手段,是開(kāi)展社會(huì)化大預(yù)防的最佳載體。 職務(wù)犯罪預(yù)防體系信息共享研究,能夠有效地整合職務(wù)犯罪預(yù)防體系的信息資源,有利于預(yù)防職務(wù)犯罪工作的組織協(xié)調(diào)、綜合規(guī)劃和政策制定,紀(jì)委監(jiān)察、檢察機(jī)關(guān)、審計(jì)和法院等主體在預(yù)防職務(wù)犯罪信息系統(tǒng)建設(shè)中存在的各自為戰(zhàn),多頭采集、重復(fù)存放、分散管理、各自為政等問(wèn)題將得到有效解決,有利于預(yù)防職務(wù)犯罪工作的組織協(xié)調(diào)和調(diào)查研究。 職務(wù)犯罪預(yù)防信息是圍繞檢察機(jī)關(guān)、紀(jì)檢監(jiān)察部門(mén)的預(yù)防職務(wù)犯罪活動(dòng),在職務(wù)犯罪預(yù)防工作體系及在相關(guān)行業(yè)與單位生成、保存、管理、傳遞的,以職務(wù)犯罪查處和預(yù)防為基本內(nèi)容的信息資源,同時(shí)也包括新聞媒體對(duì)職務(wù)犯罪活動(dòng)的輿論監(jiān)督和報(bào)道,以及社會(huì)大眾提供的職務(wù)犯罪案件線索等等,它具備準(zhǔn)確性、可共享性、保密性、載體依附性和前瞻性等特征。職務(wù)犯罪預(yù)防體系信息共享內(nèi)容是人大監(jiān)督信息庫(kù)、紀(jì)檢監(jiān)督信息庫(kù)、司法監(jiān)督信息庫(kù)、行政監(jiān)督信息庫(kù)、社會(huì)監(jiān)督信息庫(kù)和基礎(chǔ)數(shù)據(jù)庫(kù)。結(jié)合信息資源共享的技術(shù)及方法,職務(wù)犯罪預(yù)防體系信息共享的方法是基于多智能體黑板模式的分布式信息共享模型。 基于職務(wù)犯罪預(yù)防信息的特殊性、組織社會(huì)資本理論和組織創(chuàng)新擴(kuò)散理論等理論,從資源、動(dòng)機(jī)、結(jié)構(gòu)和信任四個(gè)角度構(gòu)建職務(wù)犯罪預(yù)防體系信息共享影響因素框架和假說(shuō),以及信息共享影響因素之間相互關(guān)系的假說(shuō)。研究發(fā)現(xiàn),動(dòng)機(jī)因素對(duì)資源因素、結(jié)構(gòu)因素對(duì)動(dòng)機(jī)因素、結(jié)構(gòu)因素對(duì)信任因素和信任因素對(duì)動(dòng)機(jī)因素的正向影響都十分顯著,結(jié)構(gòu)對(duì)資源的正向影響并不顯著。資源、動(dòng)力和信任對(duì)信息共享水平進(jìn)行單因素方差分析,結(jié)果顯示資源、動(dòng)力和信任都對(duì)信息共享水平存在顯著的影響；結(jié)構(gòu)因素的主效應(yīng)并不十分顯著,可以推斷出結(jié)構(gòu)因素可能是通過(guò)資源或動(dòng)力來(lái)間接影響信息共享活動(dòng),而不是產(chǎn)生直接影響。對(duì)影響信息共享的資源、動(dòng)機(jī)、結(jié)構(gòu)和信任因素進(jìn)一步的二階結(jié)構(gòu)方程分析發(fā)現(xiàn),職務(wù)犯罪預(yù)防體系信息共享影響因素假說(shuō)都被證實(shí)。 針對(duì)目前我國(guó)職務(wù)犯罪預(yù)防體系信息共享還存在信息共享的目標(biāo)水平較低、信息共享的基礎(chǔ)設(shè)施薄弱和缺乏統(tǒng)一的信息共享平臺(tái)等問(wèn)題,并且還存在缺乏高度的政治責(zé)任感、缺乏經(jīng)濟(jì)利益協(xié)調(diào)和補(bǔ)償機(jī)制、缺乏統(tǒng)一的領(lǐng)導(dǎo)和協(xié)調(diào)、缺乏統(tǒng)一的信息資源標(biāo)準(zhǔn)體系等障礙,提出職務(wù)犯罪預(yù)防體系信息共享的運(yùn)行機(jī)制體系主要包括以下內(nèi)容：一是建立統(tǒng)一的預(yù)防體系信息共享的領(lǐng)導(dǎo)機(jī)制,二是制定“預(yù)防職務(wù)犯罪信息一體化”戰(zhàn)略規(guī)劃,三是完善預(yù)防體系信息共享的監(jiān)督機(jī)制,四是規(guī)范預(yù)防體系信息共享的保障機(jī)制。 職務(wù)犯罪預(yù)防體系信息共享平臺(tái)采用基于多智能體黑板模式的分布式信息共享模型,將按照分階段實(shí)施的思路,逐步實(shí)現(xiàn)復(fù)制共享-連接共享-分布式信息資源互訪三個(gè)階段。研究的職務(wù)犯罪預(yù)防體系信息共享的根本目的是建立職務(wù)犯罪預(yù)測(cè)預(yù)警機(jī)制,增強(qiáng)職務(wù)犯罪預(yù)防工作的主動(dòng)性、前瞻性和科學(xué)性,為職務(wù)犯罪預(yù)防的政策制定和工作實(shí)踐提供信息支持。基于信息共享的職務(wù)犯罪預(yù)測(cè)預(yù)警機(jī)制主要包括三大環(huán)節(jié),信息收集、信息分析與研判和發(fā)布監(jiān)督�；谛畔⒐蚕淼穆殑�(wù)犯罪預(yù)測(cè)預(yù)警機(jī)制采用分布式預(yù)警系統(tǒng)結(jié)構(gòu)模型,在預(yù)防體系現(xiàn)有的各種異構(gòu)數(shù)據(jù)庫(kù)的基礎(chǔ)上構(gòu)建一個(gè)通用的與數(shù)據(jù)庫(kù)、開(kāi)發(fā)語(yǔ)言無(wú)關(guān)的技術(shù)層,各個(gè)主體的應(yīng)用系統(tǒng)依賴于該技術(shù)層來(lái)實(shí)現(xiàn)相互信息的集成與共享。
[Abstract]:The prevention of professional crime is a social engineering . The system theory should be applied to fully mobilize and play the whole society . Under the unified leadership of the Party Committee , it is possible to establish and form the socialization prevention mechanism of procuratorial organs , discipline inspection , auditing and court . With the rise and development of e - government and electronic inspection , the application of information technology can provide a technique for the innovation of job crime prevention work mode . Information technology is an effective means to realize resource sharing , and is the best carrier for social prevention .


The research on the information sharing of the job crime prevention system can effectively integrate the information resources of the job crime prevention system , help prevent the organization and coordination of the job crime prevention , the comprehensive planning and the policy formulation , the discipline inspection , the procuratorial organs , the auditing and the court , etc .


The information sharing of job crime prevention system is a distributed information sharing model based on multi - agent blackboard mode .


Based on the particularity of job crime prevention information , the theory of organizational social capital theory and organizational innovation diffusion theory , the author constructs the framework and hypothesis of information sharing influence factors of job crime prevention system from four angles of resources , motivation , structure and trust .
The main effect of structural factors is not very significant , and it can be concluded that the structural factors may affect the information sharing activities indirectly through resources or power , rather than have a direct impact . The second - order structural equation analysis of resources , motives , structures and trust factors that affect the sharing of information has been found to be confirmed .


Aiming at the problems such as low target level of information sharing , weak infrastructure of information sharing and lack of uniform information sharing platform , there is a lack of high political responsibility , lack of coordination and compensation mechanism of economic benefit , lack of uniform leadership and coordination , lack of uniform information resource standard system , etc .


The information sharing platform of job crime prevention system adopts distributed information sharing model based on multi - agent blackboard mode . The basic purpose of information sharing of job crime prevention system is to establish early warning mechanism of job crime , to enhance the initiative , forward - looking and scientific nature of job crime prevention .
