【摘要】：[目的/意義]目前,非傳統(tǒng)國家安全——經(jīng)濟(jì)安全、文化安全、信息安全和恐怖主義等變得日益突出。特別是其中的恐怖主義危機(jī),嚴(yán)重威脅了人類和平與發(fā)展,也嚴(yán)重威脅到了我國國家安全。為消除恐怖活動對國家安全的威脅,維護(hù)國家安全穩(wěn)定,并為反恐工作提供情報指導(dǎo),有必要對反恐情報危機(jī)決策機(jī)制進(jìn)行重點研究。[方法/過程]通過對國家安全與反恐情報危機(jī)決策機(jī)制的機(jī)理、分析模式、分析方法、方案備選、監(jiān)督、評價機(jī)制進(jìn)行構(gòu)建,科學(xué)的研究出一整套關(guān)于"國家安全與反恐情報危機(jī)決策機(jī)制構(gòu)建研究"的理論與方法。[結(jié)果/結(jié)論]國家安全與反恐情報危機(jī)決策機(jī)制構(gòu)建能夠豐富情報學(xué)的整體理論體系,加強(qiáng)情報學(xué)的學(xué)科建設(shè),有利于提高反恐情報危機(jī)管理及危機(jī)決策質(zhì)量,增強(qiáng)創(chuàng)新性的對策。反恐情報危機(jī)決策機(jī)制在國家安全保障體系中占有不可替代的重要位置,并且處于反恐情報危機(jī)管理的核心地位。
[Abstract]:At present, non-traditional national security-economic security, cultural security, information security and terrorism have become increasingly prominent. Especially, the crisis of terrorism has seriously threatened the peace and development of mankind and the national security of our country. In order to eliminate the threat of terrorist activities to national security, maintain the stability of national security, and provide intelligence guidance for counter-terrorism work, it is necessary to focus on the decision-making mechanism of counter-terrorism intelligence crisis. [methods / processes] through the construction of mechanisms for decision-making of national security and counter-terrorism intelligence crisis decision-making mechanisms, analytical models, analytical methods, options, monitoring and evaluation mechanisms, A whole set of theories and methods about the construction of decision mechanism of national security and anti-terrorist intelligence crisis are studied scientifically. Results / conclusion: the construction of national security and decision-making mechanism of counter-terrorism intelligence crisis can enrich the whole theoretical system of information science, strengthen the discipline construction of information science, and help to improve the quality of crisis management and crisis decision-making of counter-terrorism intelligence. The decision-making mechanism of anti-terrorism intelligence crisis occupies an irreplaceable important position in the national security guarantee system, and it is also in the core position of counter-terrorism intelligence crisis management.
