【摘要】： 伴隨著全球化、區(qū)域化進(jìn)程的加快,跨境毒品犯罪問題已成為當(dāng)前國(guó)際社會(huì)共同面臨的嚴(yán)峻挑戰(zhàn),并對(duì)人類的生存和發(fā)展構(gòu)成重大威脅。因此,世界各國(guó)必須攜起手來,通過國(guó)際禁毒合作,共同打擊毒品非法種植、生產(chǎn)、販運(yùn)和銷售等犯罪行為,將毒品的威脅減少到最低限度,有效解決全球的安全問題。 加強(qiáng)國(guó)際禁毒合作,對(duì)于推動(dòng)世界范圍內(nèi)的禁毒斗爭(zhēng)和從根本上解決中國(guó)的跨境毒品犯罪問題,是十分必要的。中國(guó)政府支持開展國(guó)際禁毒合作,并在國(guó)際禁毒領(lǐng)域認(rèn)真履行三項(xiàng)主張：堅(jiān)持廣泛參與、責(zé)任共擔(dān)的原則；全面實(shí)施綜合、均衡的國(guó)際禁毒戰(zhàn)略；高度重視替代發(fā)展,促進(jìn)從根本上解決毒品問題。加強(qiáng)中國(guó)的禁毒國(guó)際合作和多邊與雙邊區(qū)域性合作,提高打擊跨境毒品犯罪的能力,有助于中國(guó)國(guó)內(nèi)的發(fā)展與穩(wěn)定,亦有助于中國(guó)在國(guó)際事務(wù)中發(fā)揮更大的建設(shè)性作用。中國(guó)積極參與和推動(dòng)國(guó)際禁毒合作,在世界禁毒領(lǐng)域發(fā)揮了重要作用。
[Abstract]:With the acceleration of globalization and regionalization, cross-border drug crime has become a serious challenge to the international community and poses a major threat to the survival and development of mankind. Therefore, all countries in the world must join hands and work together to combat illicit drug cultivation, production, trafficking and sale through international drug control cooperation, so as to minimize the threat of drugs and effectively solve global security problems. It is necessary to strengthen international drug control cooperation to promote the worldwide drug control struggle and to fundamentally solve China's cross-border drug crime problem. The Chinese Government supports international drug control cooperation and conscientiously fulfils three propositions in the field of international drug control: adhering to the principle of broad participation and shared responsibility; comprehensively implementing an integrated and balanced international drug control strategy; and attaching great importance to alternative development. To promote a fundamental solution to the drug problem. Strengthening China's international cooperation in drug control and multilateral and bilateral regional cooperation to improve its ability to crack down on cross-border drug crimes is conducive to China's domestic development and stability, as well as to China's greater constructive role in international affairs. China actively participates in and promotes international drug-control cooperation and has played an important role in the world drug-control field.
