【摘要】：網(wǎng)絡技術的飛速發(fā)展,培育了眾多的互聯(lián)網(wǎng)公司,也極大地推動了互聯(lián)網(wǎng)的發(fā)展,隨著中國網(wǎng)民群體的規(guī)模日益壯大,互聯(lián)網(wǎng)滲透到了中國民眾生活的方方面面,徹底改變了中國民眾的生活方式,使民眾愿意通過互聯(lián)網(wǎng)來接收外界信息、傳播自己的聲音。同時,隨著中國社會轉型期財富流動不均衡、社會階層固化嚴重等各種矛盾的堆積和疊加,民眾心中憤激情緒不斷上升,處于一點就著的狀態(tài),而互聯(lián)網(wǎng)正好成為社會壓力發(fā)泄釋放的“出氣口”,互聯(lián)網(wǎng)為民眾提供了“人人都是記者”的可能,尤其是社會上存在著“信訪不如上訪、上訪不如上網(wǎng)”的尷尬現(xiàn)狀,導致涉警網(wǎng)絡輿情的發(fā)起者希望通過互聯(lián)網(wǎng)這個平臺把自己的聲音傳播開,讓更多的網(wǎng)民知曉,給公安機關造成強大的輿論壓力。涉警網(wǎng)絡輿情因為涉事主體警察身份特殊性,經(jīng)常成為民眾談論的焦點和關注的熱點,處置不當極易影響警民關系、黨群關系,甚至對社會穩(wěn)定與和諧帶來極大地不確定性。在當前日益復雜的社會環(huán)境下,公安機關如何應對涉警網(wǎng)絡輿情,已經(jīng)成為公安機關社會綜合治理現(xiàn)代化中的一項重要課題。江西省作為一個內(nèi)陸欠發(fā)達省份,江西省公安機關歷來高度重視涉警網(wǎng)絡輿情的處置,近年來更是完善機構職能、建立輿情引導機制,加強警媒合作,重視和發(fā)揮新媒體的宣傳作用,但在實際操作中還存在著認識不足、處置不到位、處置機制不健全等一系列問題和不足,這些問題極大地降低了公安機關處理涉警網(wǎng)絡輿情的效率和效能。為更好地推動江西省公安機關對涉警網(wǎng)絡輿情處置,本文以“江西省公安機關處置應對涉警網(wǎng)絡輿情”為對象進行研究,運用了文獻分析法、案例分析法、比較分析法,通過梳理新形勢下江西省公安機關對涉警網(wǎng)絡輿情的處置經(jīng)驗,借鑒國內(nèi)外的先進經(jīng)驗,分析問題和不足,因此而提出符合江西省省情的措施,為進一步推動江西省公安機關涉警網(wǎng)絡輿情處置提供可行的對策和建議。全文共七章,分三部分,第一部分是導論,共一章,主要說明本題目的研究背景、目的、意義、國內(nèi)外研究現(xiàn)狀以及研究的內(nèi)容和方法等。第二部分為正文,共五章。首先在理論研究部分,主要對涉警網(wǎng)絡輿情及涉警網(wǎng)絡輿情的管理等相關概念進行闡述,為論文奠定理論基礎;其次對江西省公安機關應對涉警網(wǎng)絡輿情的現(xiàn)狀進行介紹,指出存在的主要問題,并以某案例為例進行詳細分析。最后通過分析其他省市應對涉警網(wǎng)絡輿情的相關經(jīng)驗,提煉出新形勢下江西省公安機關應對涉警網(wǎng)絡輿情的處置機制策略。第三部分為概括性總結,共一章,指出研究結論及以后應進一步研究的方向。
[Abstract]:With the rapid development of network technology, many Internet companies have been nurtured, and the development of the Internet has been greatly promoted. With the growing scale of Chinese Internet users, the Internet has penetrated into all aspects of Chinese people's life. A radical change in the way Chinese people live, making them willing to receive outside information and spread their voices via the Internet. At the same time, with the accumulation and superposition of various contradictions, such as the uneven flow of wealth and the serious solidification of the social class in the transitional period of Chinese society, the public's feelings of indignation are constantly rising and they are in a state of being at one point. And the Internet has just become the "vent" of social pressure. The Internet has provided people with the possibility that "everyone is a reporter." in particular, there is an awkward situation in society where "petition is better than petition, petition is not as good as online." The sponsors of the network public opinion of the police involved hope to spread their voice through the Internet platform, let more netizens know, and cause strong public opinion pressure to the public security organs. Due to the particularity of the identity of the police involved in the police network public opinion often becomes the focus of public discussion and attention. Improper handling can easily affect the relationship between the police and the people the relationship between the party and the masses and even bring great uncertainty to social stability and harmony. Under the increasingly complicated social environment, how to deal with the network public opinion of the public security organs has become an important subject in the modernization of the comprehensive management of the public security organs. Jiangxi Province, as an underdeveloped inland province, has always attached great importance to the handling of public opinion involving the police network. In recent years, it has improved the functions of the organization, established a mechanism for guiding public opinion, and strengthened the cooperation of the police media. Attach importance to and give play to the propaganda role of new media, but in practice there are still a series of problems and deficiencies, such as insufficient understanding, inadequate disposal, imperfect disposal mechanism, etc. These problems greatly reduce the efficiency and effectiveness of public opinion dealing with the police network. In order to better promote the public opinion disposal of police involved network in Jiangxi Province, this paper takes "Public opinion should be dealt with by Public Security organs in Jiangxi Province" as the object, using literature analysis method, case analysis method and comparative analysis method. Through combing the experience of Jiangxi public security organs dealing with the network public opinion of police involved in the new situation, drawing lessons from the advanced experience at home and abroad, analyzing the problems and deficiencies, and therefore putting forward measures in line with the situation in Jiangxi Province, To further promote the police network public opinion in Jiangxi Province to provide feasible countermeasures and suggestions. The paper is divided into seven chapters, the first part is an introduction, a chapter, mainly explains the research background, purpose, significance, domestic and foreign research status, as well as research content and methods. The second part is divided into five chapters. First of all, in the part of theoretical research, the related concepts such as police network public opinion and the management of police network public opinion are expounded to lay the theoretical foundation for the paper. Secondly, the current situation of police network public opinion in Jiangxi Province is introduced. The main problems are pointed out, and a case is analyzed in detail. Finally, by analyzing the relevant experiences of other provinces and cities to deal with the network public opinion involving police, the author abstracts the handling mechanism strategy of Jiangxi public security organ to deal with the network public opinion of the police under the new situation. The third part is a summary, a chapter, pointing out the research conclusions and future research direction.
