【摘要】： 穩(wěn)定壓倒一切,平安支撐和諧。平安建設(shè),是當(dāng)前各級政府結(jié)合形勢發(fā)展做出的重大戰(zhàn)略決策,是新形勢下維護(hù)社會穩(wěn)定、保障人民群眾安居樂業(yè)的重要載體,也是促進(jìn)社會和諧發(fā)展的一項(xiàng)基礎(chǔ)性工程。東營市東營區(qū)自開展平安東營區(qū)建設(shè)以來,堅(jiān)持“打防并舉”的原則,取得了階段性的成果,有力地維護(hù)了社會穩(wěn)定,但仍需在深化上下功夫。當(dāng)前加強(qiáng)東營區(qū)平安建設(shè)問題研究,對于更好地破解制約東營區(qū)平安建設(shè)的瓶頸,提升工作質(zhì)量和層次,維護(hù)社會長期安定和諧,具有重要的理論意義和現(xiàn)實(shí)意義。 與傳統(tǒng)的治安穩(wěn)定相比,平安建設(shè)的內(nèi)涵更豐富,外延更寬泛,包括國家安全、社會安全、治安安全、經(jīng)濟(jì)安全和公共安全等方面,是一個“大治安”、“大穩(wěn)定”的寬領(lǐng)域、大范圍、多層面的概念。平安建設(shè)的手段,主要包括打擊和防范兩大類。本文依據(jù)政治學(xué)、社會學(xué)、公共管理學(xué)等多學(xué)科的相關(guān)理論和基本知識來開展相關(guān)研究,運(yùn)用實(shí)證調(diào)研、定性和定量分析相結(jié)合等方法,闡述了東營區(qū)平安建設(shè)的現(xiàn)狀及特點(diǎn),分析了存在的問題和形成的原因,探討了深化東營區(qū)平安建設(shè)的針對性對策,為政府決策提供有益的參考。 論文共分三個主要部分。 第一部分,界定了平安建設(shè)的基本內(nèi)涵、目標(biāo)以及深化平安建設(shè)的意義,重點(diǎn)闡述了平安東營區(qū)建設(shè)的現(xiàn)狀和特點(diǎn)。從組織領(lǐng)導(dǎo)、具體措施、工作成效等方面,對平安東營區(qū)建設(shè)的基本現(xiàn)狀進(jìn)行了深入分析,并從東營區(qū)作為中心城區(qū)、油區(qū)、人員流動頻繁區(qū)域、平安建設(shè)的優(yōu)秀城區(qū)等方面分析了東營區(qū)平安建設(shè)的特色。 第二部分,闡述了東營區(qū)平安建設(shè)存在的問題及原因。問題主要是從平安建設(shè)的氛圍、組織機(jī)構(gòu)設(shè)置、重要領(lǐng)域的平安創(chuàng)建情況、基層基礎(chǔ)工作及工作落實(shí)等方面進(jìn)行深入查找,并從東營區(qū)歷史發(fā)展的因素、東營區(qū)平安建設(shè)的外部因素、平安建設(shè)的工作理念和機(jī)制三個方面,探究了問題的成因。 第三部分,從改進(jìn)自身、補(bǔ)充完善、增強(qiáng)動力三個層面出發(fā),提出了深化東營區(qū)平安建設(shè)的對策建議。主要觀點(diǎn)有:區(qū)、鎮(zhèn)兩級政府應(yīng)不斷優(yōu)化平安建設(shè)的內(nèi)部機(jī)構(gòu)設(shè)置,明確平安建設(shè)的載體,增強(qiáng)平安建設(shè)的實(shí)效性;補(bǔ)充完善維護(hù)穩(wěn)定、增進(jìn)和諧的各項(xiàng)工作機(jī)制,提高消化吸收各類不穩(wěn)定因素的能力,增強(qiáng)平安建設(shè)的系統(tǒng)性;健全完善責(zé)任追究、獎懲及保障措施,為平安建設(shè)提供有力的動力支撐,增強(qiáng)平安建設(shè)的穩(wěn)定性。
[Abstract]:Stability prevails, peace supports harmony. Peaceful construction is an important strategic decision made by governments at all levels in the light of the development of the situation, is an important carrier to maintain social stability and ensure the people to live and work in peace and contentment under the new situation, and is also a basic project to promote the harmonious development of the society. Since the construction of Dongying District of Dongying, Dongying City, it has adhered to the principle of "striking and defending simultaneously," and has made achievements in stages. It has maintained social stability, but it still needs to work hard to deepen it. At present, it is of great theoretical and practical significance to strengthen the research on the construction of safety in Dongying area, which is of great theoretical and practical significance to solve the bottleneck restricting the construction of peace in Dongying area, to improve the quality and level of work, and to maintain the long-term stability and harmony of the society. Compared with the traditional peace and order stability, the connotation and extension of the peaceful construction is richer and broader, including the aspects of national security, social security, public security, economic security and public security. It is a broad field of "big public order" and "great stability". A broad, multidimensional concept. The peaceful construction means, mainly includes the attack and the guard two big categories. Based on the relevant theories and basic knowledge of political science, sociology, public management and so on, this paper discusses the present situation and characteristics of the construction of peace in Dongying area by means of empirical investigation, qualitative and quantitative analysis and so on. This paper analyzes the existing problems and causes, probes into the countermeasures for deepening the peaceful construction of Dongying District, and provides a useful reference for the government decision-making. The thesis is divided into three main parts. The first part defines the basic connotation, the goal and the significance of deepening the peace construction, and emphatically expounds the present situation and characteristics of the construction of the Dongying area. From the aspects of organization and leadership, concrete measures, work effectiveness, etc., the basic status quo of the construction of Pingan Dongying District is deeply analyzed, and from Dongying District as the central urban area, the oil area, the area with frequent staff flow, The characteristics of Dongying District are analyzed in the aspects of excellent urban areas. The second part, elaborated the Dongying area peaceful construction existence question and the reason. The main problems are to find out in depth the atmosphere of peace building, the setting up of organizations and institutions, the establishment of safety in important fields, the basic work at the grass-roots level and the implementation of work, and from the historical development factors in Dongying District. This paper probes into the causes of the problems in three aspects: the external factors of the safety construction in Dongying district, the work idea and mechanism of the safety construction. The third part, from three aspects of improving itself, supplementing and perfecting, strengthening the motive force, puts forward the countermeasures and suggestions to deepen the peaceful construction of Dongying District. The main points of view are as follows: the governments at the district and town levels should constantly optimize the internal institutional setting of the peace building, make clear the carrier of the peace construction, enhance the effectiveness of the peace building, complement and improve the various working mechanisms for maintaining stability and enhancing harmony, Improve the ability to digest and absorb all kinds of unstable factors, enhance the system of peace construction, improve accountability, rewards and penalties and safeguard measures to provide a dynamic support for the construction of peace, and enhance the stability of the construction of peace.
