【摘要】：30年前,社會治安綜合治理成為我們這個世界上人口最多的國家解決社會治安問題的根本途徑。解決社會治安問題,僅靠打擊手段難以奏效,必須打防并舉、標(biāo)本兼治,實行綜合治理,這是治本之策,是長遠(yuǎn)之計。社會治安綜合治理方針的提出和確立,對指導(dǎo)我國社會治安工作實踐、解決我國突出的社會治安問題.具有十分重要的現(xiàn)實意義和深遠(yuǎn)的歷史意義。社會治安綜合治理的“打擊、防范、教育、管理、建設(shè)、改造”等內(nèi)容,高度概括了公安機(jī)關(guān)的各項工作內(nèi)容。公安機(jī)關(guān)作為社會治安綜合治理的主力軍、排頭兵,其職能發(fā)揮得如何,直接關(guān)系到社會治安綜合治理的成敗。 多年來,我國公安機(jī)關(guān)進(jìn)行了一系列改革探索,取得了一定成效,但是缺乏一個完善的機(jī)制,公安機(jī)關(guān)在發(fā)揮職能方面存在著許多問題和不足,在職權(quán)范圍、職能的界定、基層基礎(chǔ)工作和執(zhí)法保障等方面有許多地方不能適應(yīng)新形勢發(fā)展的要求。針對上述問題,本文試圖從社會治安綜合治理中如何充分發(fā)揮公安機(jī)關(guān)職能作用入手,提出一些解決辦法,其中包括：改革公安機(jī)關(guān)自身體制,改變其管理方式,明確其職權(quán)范圍,密切部門聯(lián)系以創(chuàng)新公安管理方式；充分發(fā)動群眾力量,完善信息服務(wù)機(jī)制,推動社區(qū)警務(wù)建設(shè)以加強(qiáng)基層基礎(chǔ)工作；突出打擊職能,完善治安防控機(jī)制以提升警務(wù)效能；提高認(rèn)識,爭取財政保障以解決公安干警的后顧之憂。 本文立足實戰(zhàn),服務(wù)基層,希望能通過本文的研究,促進(jìn)公安機(jī)關(guān)在社會治安綜合治理這個大舞臺中能更好的發(fā)揮職能作用,秉承科學(xué)發(fā)展觀的理念,以人為本,更加有效地融入到構(gòu)建和諧社會中,從而對基層公安機(jī)關(guān)的工作起到現(xiàn)實指導(dǎo)作用,實現(xiàn)基層公安機(jī)關(guān)現(xiàn)階段的歷史使命。
[Abstract]:Thirty years ago, comprehensive management of social security became the fundamental way to solve the problem of social security in our country with the largest population in the world. To solve the problem of public order, it is difficult to work only by means of striking at it. We must tackle both the root and the root of the problem and carry out comprehensive treatment. This is a long-term plan and a cure for the root of the problem. The policy of comprehensive management of social security is put forward and established, which will guide the practice of social security work and solve the outstanding social security problems in our country. Has very important realistic significance and profound historical significance. The contents of "strike, guard, education, management, construction and transformation" in the comprehensive management of public security are highly summarized in various aspects of the work of the public security organs. As the main force and vanguard in the comprehensive management of public security, the public security organs have a direct bearing on the success or failure of the comprehensive management of public security. Over the years, our public security organs have carried out a series of reforms and explorations. Some achievements have been made, but without a perfect mechanism, the public security organs have many problems and deficiencies in performing their functions. Grass-roots basic work and law enforcement guarantee and so on many places cannot adapt to the new situation development request. In view of the above problems, this paper attempts to start with how to give full play to the function of public security organs in the comprehensive management of public security, and puts forward some solutions, including: reforming the public security organs' own system and changing their management methods, Clear its terms of reference, close the relationship between departments in order to innovate the way of public security management, fully mobilize the power of the masses, perfect the information service mechanism, promote the construction of community policing in order to strengthen the basic work at the grass-roots level, highlight the functions of cracking down, Improve the mechanism of public security prevention and control to enhance the efficiency of policing, raise awareness and strive for financial security to solve the worries of police officers. This article is based on actual combat, serves the grassroots, and hopes to be able to pass the research in this article. To promote the public security organs to play a better role in the stage of comprehensive management of social security, uphold the concept of scientific development, people-oriented, more effective integration into the construction of a harmonious society, Therefore, it can play a practical guiding role in the work of grass-roots public security organs and realize the historical mission of grass-roots public security organs at this stage.
