【摘要】：我國自2003年試行社區(qū)矯正制度以來,社區(qū)矯正工作被不斷深入和完善,同時相關(guān)部門也在結(jié)合本地區(qū)基本情況基礎之上,對國內(nèi)外社區(qū)矯正的工作經(jīng)驗不斷學習探索,將提升社區(qū)矯正的服務質(zhì)量和服務水平視為工作重心。社區(qū)矯正的對象中,青年作為重要的一部分,其矯正工作一直以來都受到全社會的關(guān)注。社區(qū)矯正的主要工作內(nèi)容在于,對矯正對象的監(jiān)督管理、教育矯正和幫困扶助,在走訪實習的過程中發(fā)現(xiàn),甘肅省社區(qū)矯正工作重監(jiān)督而輕幫教,而青年矯正對象作為特殊群體,由于其思想意識不成熟等因素,幫教顯得尤為重要。本文通過對甘肅省各地區(qū)的實地調(diào)研得以總結(jié),甘肅省青年社區(qū)矯正工作對社會工作的協(xié)助存有需求,一方面在于可以減輕對司法工作人員的工作壓力可,另一方面社會工作可以通過對自身成熟的工作方法的運用,協(xié)助完成青年社區(qū)矯正對象的教育矯正和幫困扶助等內(nèi)容。此外,通過對個案進行的過程分析,旨在對社會工作介入的必要性與可行性,做以論據(jù)說明。但回歸到當前現(xiàn)狀,社會工作的介入在甘肅省青年社區(qū)矯正中尚未得到全面展開,社會工作的介入仍有困境阻礙,本文通過實地調(diào)研資料的總結(jié)與文獻的梳理,概括出當前所存的障礙,并針對此提出相對的解決路徑。本文試圖回答社會工作介入甘肅省青年社區(qū)矯正的理論可能性、實踐可行性,以及各中所存障礙與解決路徑,因此本文主要分為四個章節(jié)對此加以論述:第一章主要對社會工作和青年社區(qū)矯正相關(guān)概念進行界定,分析了理論意義,梳理了相關(guān)文獻,同時介紹了本研究的方法,以此作為介入可能性的理論依據(jù);第二章主要對實地調(diào)研數(shù)據(jù)的總結(jié)概述,對甘肅省當前青年社區(qū)矯正工作現(xiàn)狀進行簡要介紹,此外在對問題描述時,主要針對社會工作能夠介入的空間進行描述,以此作為介入必要性的實踐依據(jù);第三章通過對實證案例的過程分析,補充說明了介入的必要性,為介入可行性提供了現(xiàn)實依據(jù);第四章通過對調(diào)研與實踐的反思,在之前理論總結(jié)與實踐分析的基礎之上,概括了當前甘肅省社會工作介入的障礙,針對于此探索研究了介入的路徑,以期能夠為甘肅省青年社區(qū)矯正工作的更好展開提供對策。
[Abstract]:Since the trial of community correction system in 2003, the work of community correction has been continuously deepened and perfected. At the same time, the relevant departments have been studying and exploring the work experience of community correction at home and abroad on the basis of the basic situation of the region. Improve the service quality and service level of community correction as the focus of work. As an important part of community correction, youth correction has always been concerned by the whole society. The main work of community correction lies in the supervision and management of the correction object, the education correction and the help to help. During the visit and practice, it is found that the work of community correction in Gansu Province is more overseen than helped. As a special group, it is very important to help and educate young people because of their immature ideology and so on. Based on the field investigation in Gansu Province, this paper concludes that there is a need for social work in the youth community correction work in Gansu Province. On the one hand, it can relieve the pressure on the judicial staff. On the other hand, social work can help to complete the education and correction of youth community correction objects and help them to help through the application of their own mature working methods. In addition, the necessity and feasibility of social work intervention are explained by the process analysis of the case. However, returning to the present situation, the intervention of social work has not been fully carried out in the youth community correction in Gansu Province, and the intervention of social work is still hindered by difficulties. This paper summarizes the field research data and combs the literature. Summarize the existing obstacles and propose a relative solution to this problem. This paper attempts to answer the theoretical possibility, practical feasibility, obstacles and solutions of social work intervention in youth community correction in Gansu Province. Therefore, this article is divided into four chapters to discuss this: the first chapter mainly defines the social work and youth community correction related concepts, analyzes the theoretical significance, combs the related literature, and introduces the method of this research. This is the theoretical basis for the possibility of intervention. The second chapter summarizes the field survey data, briefly introduces the current situation of the youth community correction in Gansu Province, in addition to the description of the problem, It mainly describes the space in which social work can intervene as the practical basis for the necessity of intervention. The third chapter provides a practical basis for the feasibility of intervention by analyzing the process of empirical cases and explaining the necessity of intervention. The fourth chapter through the research and practice reflection, on the basis of previous theoretical summary and practical analysis, summarized the current obstacles of social work intervention in Gansu Province, and explored the path of intervention. In order to provide countermeasures for the better development of youth community correction in Gansu Province.
