消防指揮學(xué)校法學(xué)教育的特殊性與實(shí)效性研究

【摘要】: 消防指揮學(xué)校是全國(guó)唯一的一所公安現(xiàn)役部隊(duì)消防專業(yè)的大專院校,所進(jìn)行的教育活動(dòng)是一種特殊類型的高等職業(yè)教育,與普通高校相比,在辦學(xué)類型、人才培養(yǎng)模式、培養(yǎng)目標(biāo)、學(xué)員來源、學(xué)員的心理特征、學(xué)員的就業(yè)情況等方面都有所不同,具有較強(qiáng)職業(yè)性、實(shí)踐性的特點(diǎn)。 隨著社會(huì)法制化進(jìn)程的加快、國(guó)內(nèi)外法制環(huán)境的變化,使公安消防執(zhí)法環(huán)境面臨著巨大的挑戰(zhàn)。面臨這樣的時(shí)代背景,迫切要求我們對(duì)公安消防法學(xué)教育的整體發(fā)展作出新的抉擇——培養(yǎng)公安消防工作一線需要的,具有較高法律素養(yǎng)和實(shí)際的操作能力的消防執(zhí)法者。但是,當(dāng)前消防學(xué)校的法學(xué)教育還不能更好的適應(yīng)當(dāng)今社會(huì)、經(jīng)濟(jì)形勢(shì)給我國(guó)消防工作所提出的要求。造成這種狀況的原因雖有多種,但對(duì)公安法學(xué)教育定位不準(zhǔn)、培養(yǎng)目標(biāo)的定位不確定則是最主要的。目前,消防部隊(duì)并不具備對(duì)畢業(yè)生進(jìn)行專業(yè)培訓(xùn)的能力,而且對(duì)于學(xué)員任職的期望值較高。所以,學(xué)校仍然肩負(fù)著傳授專業(yè)知識(shí)和進(jìn)行實(shí)際操作能力培養(yǎng)的重任。因而,公安消防法學(xué)教育如果要繼續(xù)得以生存和發(fā)展,只能界定在集基礎(chǔ)教育、素質(zhì)教育和職業(yè)教育為一體的復(fù)合型教育的位置。在現(xiàn)有的基礎(chǔ)上,借鑒高等院校法學(xué)教育改革的經(jīng)驗(yàn),結(jié)合公安現(xiàn)役部隊(duì)院校的實(shí)際情況,以突出消防警官職業(yè)教育為切入點(diǎn)和突破口,擯棄和改革一些傳統(tǒng)的教育理念和方法,增強(qiáng)消防法學(xué)教育的有效性。同時(shí),建立、完善相應(yīng)的消防法學(xué)教育評(píng)價(jià)體系。從而,更好的適應(yīng)經(jīng)濟(jì)發(fā)展和當(dāng)今消防工作的需求,培養(yǎng)更具競(jìng)爭(zhēng)力的合格消防人才。
[Abstract]:The fire control command school is the only university and college specialized in fire protection of the active public security troops in the country. The educational activities carried out are a special type of higher vocational education. Compared with ordinary colleges and universities, the types of running schools, the mode of personnel training, The training goal, the student's source, the student's psychological characteristic, the student's employment situation are all different, have the strong occupation, the practicality characteristic. With the acceleration of the process of social legalization and the changes of the legal environment at home and abroad, the environment of public security fire protection law enforcement is facing great challenges. In the face of this background of the times, it is urgent for us to make a new choice on the overall development of public security fire law education-to train the fire law enforcers with higher legal literacy and practical operation ability who need to be trained in the front line of public security fire protection work. However, the current law education in fire schools can not better adapt to the current society, the economic situation of fire protection work in China put forward the requirements. Although there are many reasons for this situation, the orientation of public security law education is not correct, and the orientation of training target is the most important. At present, the fire service does not have the ability to train graduates professionally, and the expectation of students is high. Therefore, the school still shoulders the responsibility of imparting professional knowledge and training practical ability. Therefore, if public security fire law education is to survive and develop, it can only be defined in the position of compound education which integrates basic education, quality education and vocational education. On the basis of the present situation, drawing lessons from the experience of law education reform in colleges and universities, combining with the actual situation of the colleges and universities of the public security forces, taking the vocational education of fire fighting officers as the starting point and breakthrough point, Some traditional educational ideas and methods should be abandoned and reformed to enhance the effectiveness of fire law education. At the same time, establish and perfect the corresponding evaluation system of fire law education. Thus, better adapt to the economic development and the needs of today's fire work, training more competitive qualified firefighters.
