【摘要】：通過(guò)對(duì)北京某"遣送監(jiān)獄"276人的有效調(diào)查可以看出:北京吸引著全國(guó)各地農(nóng)村人口進(jìn)京覓業(yè),犯罪人口也遍于全國(guó)各省,更具有代表性;在押犯中有工作或曾有工作者超過(guò)總數(shù)一半以上;已找到工作的流動(dòng)人口,青壯年所占比例較高,但犯罪率同樣高;有業(yè)有證的流動(dòng)人口,他們的犯罪率雖然比"雙無(wú)"人員低,但也占有相當(dāng)比例;在業(yè)流動(dòng)人口犯罪中與經(jīng)濟(jì)相關(guān)的犯罪率最高。過(guò)去分析他們犯罪原因時(shí),往往只歸因于他們追求享受,我們認(rèn)為這是完全是錯(cuò)誤而不公平的。農(nóng)民進(jìn)城最重要的起步點(diǎn)是就業(yè),但更應(yīng)為他們創(chuàng)造條件使其參與到城市的經(jīng)濟(jì)、政治、文化生活中來(lái),讓他們?cè)诔鞘杏兴l(fā)展、有所進(jìn)步,享受城市生活,而不是只把他們作為積累財(cái)富的工具。
[Abstract]:Through the effective investigation of 276 people in a "deportation prison" in Beijing, it can be seen that Beijing attracts the rural population from all over the country to seek employment in Beijing, and the criminal population is more representative in all provinces of the country; More than half the total number of prisoners are employed or have worked; the proportion of young and middle-aged migrants who have found work is higher, but the crime rate is equally high; and the number of documented migrants, Although their crime rate is lower than that of "double nil" personnel, they also occupy a considerable proportion; the economically related crime rate of the working floating population is the highest. In the past, when analyzing the causes of their crimes, it was often attributed to their pursuit of enjoyment, which we thought was totally wrong and unfair. The most important starting point for peasants to enter the city is employment, but they should also create conditions for them to participate in the economic, political and cultural life of the city, so that they can develop, progress, and enjoy urban life in the city. Instead of just using them as a tool for accumulating wealth.
