警察勝任力模型建構(gòu)與培養(yǎng)策略研究

【摘要】:警察院校培養(yǎng)的學(xué)生畢業(yè)入警后應(yīng)能盡快適應(yīng)警務(wù)實戰(zhàn)部門工作崗位的綜合能力要求才可以正確履行崗位職責(zé),但實際上警察院校并沒有將警察勝任崗位工作的綜合能力設(shè)定為在校學(xué)生的能力培養(yǎng)目標(biāo),這也是現(xiàn)實中警察院校人才培養(yǎng)質(zhì)量與警務(wù)實戰(zhàn)部門具體要求有較大差距的原因所在。根據(jù)勝任力模型理論可以得知勝任崗位工作的所有能力集合體被稱為勝任力模型,勝任力模型是有效完成特定工作所需的知識、技能和個性特質(zhì)的綜合體,可通過教育和培訓(xùn)的途徑對其進行開發(fā)。所以本研究試圖通過建構(gòu)警察勝任力模型及其指標(biāo)體系來為警察院校人才培養(yǎng)提供理論支撐。本文共分為五部分,首先論述了研究的背景、現(xiàn)狀、理論依據(jù),然后基于此展開警察勝任力現(xiàn)狀調(diào)查、警察勝任力模型建構(gòu)、警察勝任力指標(biāo)體系分析及警察勝任力培養(yǎng)策略的研究。第一章,“引論”。從現(xiàn)代警察職能轉(zhuǎn)變、警察院校人才培養(yǎng)、警察勝任力現(xiàn)狀三個角度提出警察勝任力培養(yǎng)的重要意義,接著以“警察勝任力”和“警察(勝任力)培養(yǎng)”為主題對國內(nèi)外文獻進行綜合分析,得出由“一般能力與特殊技能”、“人格特質(zhì)”、“政治素養(yǎng)”等要素組成的“警察勝任力要素框架表”。第二章,研究的理論依據(jù)。分別從勝任力模型理論、目標(biāo)課程理論和職業(yè)生涯理論的角度分析三大理論的主要內(nèi)容及其對警察勝任力培養(yǎng)的應(yīng)用價值。其中勝任力模型理論不僅對警察勝任力模型理論建構(gòu)的過程和方法有較大的參考價值,還對警察勝任力培養(yǎng)有間接地指導(dǎo)作用。第三章,警察勝任力現(xiàn)狀調(diào)查。本調(diào)查包括“調(diào)查設(shè)計”、“調(diào)查實施”、“調(diào)查結(jié)果分析”三部分。在“調(diào)查設(shè)計”部分主要對調(diào)查目的、調(diào)查對象、調(diào)查內(nèi)容及維度和調(diào)查過程四個方面進行介紹,“調(diào)查實施”以湖南省長沙市九個行政區(qū)(含芙蓉區(qū)、天心區(qū)、岳麓區(qū)、開福區(qū)、雨花區(qū)、望城區(qū)、長沙縣、寧鄉(xiāng)縣、瀏陽市)的基層警察為調(diào)查對象,首先通過行為事件訪談?wù){(diào)查獲取警察勝任力指標(biāo)名稱,然后用量表測量警察勝任力指標(biāo)所屬維度,并將所獲得的警察勝任力維度及其指標(biāo)進行整理,制作警察勝任力現(xiàn)狀試調(diào)查量表,試調(diào)查后計算勝任力分辨力值,將分辨力值得分高的警察勝任力項目匯總成警察勝任力現(xiàn)狀正式調(diào)查量表,最后通過量表問卷調(diào)查的結(jié)果進行主成分分析獲取警察勝任力模型。第四章,警察勝任力模型分析。警察勝任力模型呈現(xiàn)出五維立體結(jié)構(gòu)模型,從模型的核心內(nèi)隱層到外顯層分別為:“個性特質(zhì)”、“身體健康”、“政治素養(yǎng)”、“專業(yè)知識”、“業(yè)務(wù)技能”!皞性特質(zhì)”維度處于勝任力模型的核心內(nèi)隱層,其指標(biāo)包含“社會外向性”、“待人隨和”、“意志力”、“情緒穩(wěn)定”;“身體健康”維度處于模型的次內(nèi)隱層,包含“體能適應(yīng)性”、“耐力持久”、“強健體質(zhì)”指標(biāo);這兩個維度的指標(biāo)雖不易于測量,但卻是警察職業(yè)穩(wěn)定和正常履職的前提!罢嗡仞B(yǎng)維度”的“政治鑒別力”、“團結(jié)協(xié)作”、“理想信念”、“道德情操”、“革命人生觀”、“服從安排并與人溝通”、“責(zé)任心”類指標(biāo)是警察存在的職業(yè)價值體現(xiàn),專業(yè)知識類指標(biāo)包括橫向知識“面”(哲學(xué)、社會科學(xué)、自然科學(xué)、人文藝術(shù))和縱向知識“層”(專業(yè)基礎(chǔ)、專業(yè)理論、專業(yè)拓展知識)。業(yè)務(wù)技能類指標(biāo)體現(xiàn)在“看、聽、問、想、做”五個方面,其中“看”、“聽”與“問”的結(jié)合就表現(xiàn)為“調(diào)查偵查能力”,“想”的能力主要指“分析判斷能力”,而“做”的能力主要表現(xiàn)為“群眾工作能力”、“突發(fā)事件處置能力”、“文字口頭表達能力”、“警械和武器使用能力”、“團隊實戰(zhàn)能力”指標(biāo)。通過對警察勝任力模型的指標(biāo)體系分析,模型的特點表現(xiàn)為多維性、層級性、具體性、動態(tài)性,且該模型受管理、經(jīng)濟、教育、個體等因素的影響,會表現(xiàn)出不同的能力模型結(jié)構(gòu)。第五章,警察院校警察培養(yǎng)現(xiàn)狀與問題。本章分別從人才培養(yǎng)目標(biāo)定位、課程建設(shè)、教學(xué)、師資隊伍、學(xué)校文化五個方面就警察院校人才培養(yǎng)現(xiàn)狀進行了現(xiàn)狀調(diào)查和問題分析。當(dāng)前警察院校對警察培養(yǎng)的目標(biāo)定位主要表現(xiàn)為“能力本位”、“素質(zhì)本位”和“卓越”警務(wù)人才三類,本研究分析了三類人才培養(yǎng)目標(biāo)的內(nèi)涵和該目標(biāo)指引下人才培養(yǎng)的缺失;課程建設(shè)現(xiàn)狀從校內(nèi)(基于人才培養(yǎng)方案的課程結(jié)構(gòu))和校外(警務(wù)實戰(zhàn)部門對課程內(nèi)容)兩個方面進行了調(diào)查和分析;對教學(xué)現(xiàn)狀的了解主要通過對教學(xué)效果滿意度和教學(xué)實訓(xùn)的調(diào)查結(jié)果尋找教學(xué)模式、教學(xué)方法和教學(xué)內(nèi)容方面存在的問題;教師隊伍建設(shè)現(xiàn)狀主要表現(xiàn)在教師隊伍管理、教師教學(xué)能力、師資隊伍結(jié)構(gòu)三個方面的問題;警察院校校園文化建設(shè)的現(xiàn)狀主要表現(xiàn)在“忠”、“真”、“智”、“勇”四種文化維度。第六章,警察院校警察勝任力培養(yǎng)策略;诰靹偃瘟δP吞岢鼍煸盒H瞬排囵B(yǎng)的策略體系主要包括以下五個方面。第一,明確定位警察院校人才培養(yǎng)的目標(biāo)是“應(yīng)用型綜合警務(wù)專用人才”;第二,從設(shè)計課程、課程實施、課程運行的機制和實例分析四個角度對課程結(jié)構(gòu)進行優(yōu)化;第三,從教學(xué)方法、體能實訓(xùn)和校外實訓(xùn)平臺建設(shè)三個方面來優(yōu)化教學(xué)策略;第四,從教師專業(yè)化和教師隊伍結(jié)構(gòu)等角度實施“雙師型”教師隊伍建設(shè);第五,塑造“忠真智勇”的特質(zhì)文化建設(shè)。綜上所述,本研究的創(chuàng)新之處就是基于文獻分析實施實證研究(行為關(guān)鍵事件訪談?wù){(diào)查和問卷量表調(diào)查)和邏輯分析的方法建構(gòu)警察勝模型和指標(biāo)體系,并就警察院校警察培養(yǎng)現(xiàn)狀與問題探討該模型如何應(yīng)用于警察院校的人才培養(yǎng)之中。
[Abstract]:The students trained in Police Colleges and universities should be able to adapt to the comprehensive ability requirements of the work positions of the police departments as soon as possible. But in fact, the police colleges and universities have not set the comprehensive ability of the police competent job as the ability to cultivate the students' ability, which is also the reality of the police academies. There is a big gap between the quality of training and the specific requirements of the police force. According to the theory of competency model, it can be found that all the capacity aggregation of the job is called the competency model, and the competency model is the complex of the knowledge, skills and individuality required for the effective completion of the work, through education and training. This study attempts to provide theoretical support for the personnel training of police colleges and universities by constructing the police competency model and its index system. This paper is divided into five parts. First, it discusses the background, the status and the theoretical basis of the research, and then based on this, the police competency model is built and the competency model of the police is built. Structure, the analysis of police competency index system and the research of police competency training strategy. Chapter 1, "Introduction". From the change of the modern police function, the training of police colleges and universities and the status of police competence, the importance of police competence training is put forward, and then the "police competence" and "police (competency) training" are the main points of the three aspects. The competency model theory not only has a great reference value to the process and method of the construction of police competency model theory, but also has an indirect guiding role on the training of police competence. The third chapter is the investigation of the current situation of the ability of the police to win the power of responsibility. This investigation includes the "investigation and design" "Investigation and implementation", "survey results analysis" three parts. In the "investigation and design" part of the survey mainly on the purpose of the investigation, the survey, the content of the survey and the four aspects of the investigation process, "investigation and implementation" of the nine administrative areas in Changsha, Hunan Province (including Furong district, Tianxin District, Yuelu District, Kaifu District, Yuhua District, Wangcheng District, The basic level police in Changsha County, Ningxiang county and Liuyang city are the subjects of investigation. First, the police competency index names are obtained through interviews with behavioral events. "Cooperation", "ideal belief", "moral sentiment", "revolutionary outlook on life", "obedience to arrangement and communication with people", "responsibility" indicators are the embodiment of the occupational value of the police, and professional knowledge indicators include horizontal knowledge "surface" (PHILOSOPHY, social science, self Science, humanities art) and vertical knowledge "layer" (professional foundation, The index of business skills is embodied in the five aspects of "looking, listening, asking, thinking and doing". The combination of "looking", "listening" and "asking" is shown as "investigation and investigation ability", and the ability of "thinking" mainly refers to "analytical judgment", and the ability of "doing" is mainly expressed as "mass work ability". Through the analysis of the index system of police competency model, the characteristics of the model are multidimensional, hierarchical, concrete and dynamic, and the model is subject to management, economy, education, and individual factors. The fifth chapter, the status and problems of police training in Police Colleges and universities. This chapter investigates and analyzes the status quo of personnel training in Police Colleges and universities from five aspects of the target orientation of personnel training, curriculum construction, teaching, teachers and school culture. The goal orientation is "ability standard", "quality standard" and "excellent" police personnel three types. This study analyzes the connotation of the three types of personnel training objectives and the lack of talent training under the guidance of this goal; the present situation of the curriculum construction is from the campus (based on the curriculum structure of the talent training program) and the school (the police actual combat departments to the class). The understanding of the teaching status is mainly through the investigation of the satisfaction of teaching effect and the investigation results of teaching practice. The problems exist in the teaching mode, teaching methods and teaching contents, and the present situation of the construction of teachers is mainly manifested in the management of the teaching staff, the teaching ability of teachers and the team of teachers. The present situation of the three aspects: the current situation of the construction of campus culture in Police Colleges and universities mainly in the four cultural dimensions of "loyalty", "true", "wisdom" and "bravery". The sixth chapter, the police competence training strategy of police colleges and universities. Based on the police competency model, the strategy system of police training in Police Colleges and universities is mainly included in the following five aspects. First, The goal of cultivating talent training in police colleges is "applied comprehensive police personnel". Second, the course structure is optimized from four angles: design course, curriculum implementation, course operation mechanism and example analysis. Third, teaching strategies are optimized from teaching methods, physical training and outside school training platform construction. Fourth, from the perspective of teachers' specialization and the structure of teachers' team, the construction of the "double teacher type" teacher team is carried out. Fifth, the construction of the characteristic culture of "loyalty and courage" is built. In summary, the innovation of this study is based on the empirical study based on the literature analysis (the interview survey of behavioral key events and questionnaire survey) and the logical division. The analysis method constructs the police winning model and the index system, and discusses how the model is applied to the personnel training of police colleges and universities on the status and problems of police training in Police Colleges and universities.
