【摘要】：自2013年以來(lái),政務(wù)微信已成為黨政部門(mén)機(jī)關(guān)發(fā)布信息、提供服務(wù)、溝通交流、引導(dǎo)輿論的新途徑,在促進(jìn)政府職能的轉(zhuǎn)變,以及建設(shè)服務(wù)型的政府中扮演著重要角色。在此情形下,“菏澤交警”政務(wù)微信應(yīng)時(shí)而生,成為H市公安局交通警察支隊(duì)探索發(fā)布權(quán)威政務(wù)信息和與公眾進(jìn)行更便捷、更及時(shí)得互動(dòng)交流新渠道。但,如何才能實(shí)現(xiàn)更加良好的發(fā)展,形成長(zhǎng)效發(fā)展機(jī)制?本文以登哈特夫婦的新公共服務(wù)為理論基礎(chǔ),研究分析H市公安局交通警察支隊(duì)政務(wù)微信在運(yùn)營(yíng)和服務(wù)的過(guò)程中所存在的問(wèn)題以及產(chǎn)生的原因,并積極尋找有效對(duì)策。首先,本文結(jié)合“菏澤交警”政務(wù)微信服務(wù)的現(xiàn)狀,深入分析政務(wù)微信運(yùn)營(yíng)與服務(wù)提供中存在的問(wèn)題,主要從信息推送時(shí)間段不佳、發(fā)布的內(nèi)容質(zhì)量參差不齊、市民的使用率及用戶的關(guān)注度較低、后臺(tái)運(yùn)營(yíng)團(tuán)隊(duì)人員數(shù)量和技能建設(shè)上尚有不足、部門(mén)之間的協(xié)作聯(lián)動(dòng)性較弱、部分服務(wù)功能提供待完善六個(gè)方面進(jìn)行闡述。其次,針對(duì)“菏澤交警”政務(wù)微信中存在的問(wèn)題,著重應(yīng)用了新公共服務(wù)理論中的重視服務(wù)、貼合公共利益、關(guān)注民主參與、復(fù)合多樣的責(zé)任的價(jià)值理念調(diào)查分析產(chǎn)生這些問(wèn)題的原因,包括:沒(méi)有充分發(fā)揮其服務(wù)職能、公共利益目標(biāo)較模糊、公民參與程度較低、相關(guān)責(zé)任機(jī)制缺失、忽視了組織中人的作用這五個(gè)大的方面。最后,對(duì)原因的綜合分析與考慮,提出解決H市公安局交通警察支隊(duì)政務(wù)微信公共服務(wù)問(wèn)題的有效對(duì)策:樹(shù)立服務(wù)理念以充分發(fā)揮政務(wù)微信的服務(wù)職能、確立以公共利益為主導(dǎo)的服務(wù)目標(biāo)、提高公民參與度、建立健全相關(guān)責(zé)任機(jī)制、重視組織中人的作用。本文主要運(yùn)用了文獻(xiàn)分析法、調(diào)查問(wèn)卷法的研究方法,借助新公共服務(wù)理論,結(jié)合H市公安局交通警察支隊(duì)政務(wù)微信運(yùn)營(yíng)的現(xiàn)狀,深入探索和研究其存在的問(wèn)題以及導(dǎo)致問(wèn)題產(chǎn)生的內(nèi)在原因,致力于研究如何最大限度的發(fā)揮H市交通警察支隊(duì)政務(wù)微信的作用,形成長(zhǎng)效發(fā)展的良好運(yùn)行機(jī)制。
[Abstract]:Since 2013, government WeChat has become a new way for party and government departments to release information, provide services, communicate and guide public opinion. It plays an important role in promoting the transformation of government functions and building service-oriented government. In this case, the "Heze Traffic Police" government WeChat came into being, becoming a new channel for the traffic police detachment of H City Public Security Bureau to explore and release authoritative government information and conduct more convenient and timely interactive communication with the public. However, how can we achieve better development and form a long-term development mechanism? Based on the new public service of Denhardt and his wife, this paper studies and analyzes the problems and causes in the course of operation and service of the traffic police detachment of H City Public Security Bureau, and actively looks for effective countermeasures. First of all, combined with the current situation of the "Heze Traffic Police" government WeChat service, this paper deeply analyzes the problems existing in the operation and service provision of government WeChat, mainly from the poor information push time period and the uneven quality of the published content. The usage rate of citizens and the attention of users are low, the number of backstage operation team personnel and skills construction are still insufficient, the collaboration between departments is weak, and some service functions need to be improved in six aspects. Secondly, aiming at the problems existing in the government affairs WeChat of "Heze Traffic Police", the emphasis is put on the application of the new public service theory to attach importance to service, to fit the public interest, and to pay attention to democratic participation. The value concept of complex and diverse responsibility investigation and analysis of the causes of these problems, including: not giving full play to its service function, the public interest objectives are vague, the degree of citizen participation is low, the related responsibility mechanism is missing. The five major aspects of the role of people in the organization are ignored. Finally, through comprehensive analysis and consideration of the reasons, the paper puts forward the effective countermeasures to solve the problem of public service of WeChat government affairs of traffic police detachment of city public security bureau: setting up the service idea to give full play to the service function of government affairs WeChat. The purpose of this paper is to establish the public interest as the leading service target, to improve the citizen participation, to establish and perfect the relevant responsibility mechanism, and to attach importance to the role of the people in the organization. This article mainly uses the literature analysis method, the questionnaire method research method, with the aid of the new public service theory, unifies the H city public security bureau traffic police detachment government affairs WeChat operation present situation, Deeply explore and study its existing problems and the internal reasons leading to the problem, and devote to study how to maximize the role of the traffic police detachment government WeChat in H City, and form a good operating mechanism for long-term development.
