【摘要】：當(dāng)今時(shí)代的主題仍然是和平與發(fā)展,但世界上的不確定因素在增加,國際形勢(shì)變幻莫測(cè)、風(fēng)險(xiǎn)頻現(xiàn)、危機(jī)不斷。我國作為世界上最大的發(fā)展中國家,正走在實(shí)現(xiàn)民族復(fù)興偉大征程上的關(guān)鍵時(shí)期,面臨著國際秩序重塑以及國內(nèi)改革進(jìn)入攻堅(jiān)期和深水區(qū)的的雙重挑戰(zhàn)。國際因素方面,國際安全局勢(shì)波詭云譎,以美國為主導(dǎo)的傳統(tǒng)世界秩序已經(jīng)發(fā)生悄然變化;暴力恐怖行為依然猖獗,歐亞非洲反恐形勢(shì)嚴(yán)峻;我國周邊安全形勢(shì)復(fù)雜多變,呈現(xiàn)多個(gè)地緣方向同時(shí)不穩(wěn)定的態(tài)勢(shì);財(cái)經(jīng)領(lǐng)域動(dòng)蕩不安,股市匯市黑天鵝事件頻發(fā)。國內(nèi)因素方面,腐敗等問題嚴(yán)重威脅著我國的政治安全;經(jīng)濟(jì)發(fā)展不平衡及貧富差距持續(xù)擴(kuò)大影響經(jīng)濟(jì)安全;分裂勢(shì)力嚴(yán)重危害我國國土安全。這樣一來,國家安全工作在新舊問題的背景下,機(jī)遇與挑戰(zhàn)并存。黨的十八大以來,以習(xí)近平為核心的黨中央積極適應(yīng)國際國內(nèi)安全環(huán)境的新變化新趨勢(shì),在繼承和發(fā)展了毛澤東鄧小平江澤民胡錦濤國家安全思想的基礎(chǔ)上提出了總體國家安全觀,初步形成了中國特色國家安全道路。習(xí)近平國家安全觀構(gòu)筑了集多種安全要素在內(nèi)的涉及各個(gè)安全領(lǐng)域的國家安全體系,是一種高級(jí)的非傳統(tǒng)的國家安全觀。習(xí)近平國家安全觀以中國這一民族國家為載體,努力實(shí)現(xiàn)“兩個(gè)百年”奮斗目標(biāo),具有民族性的特點(diǎn);首次將人民的安全作為國家安全的主旨突出出來,具有人民性的特點(diǎn);習(xí)近平國家安全觀的背景、提出、發(fā)展都是與時(shí)代的腳步緊密契合,具有時(shí)代性的特點(diǎn);揭示了國家安全的整體性綜合性,即與國家安全相關(guān)的方方面面,具有系統(tǒng)性的特點(diǎn);習(xí)近平國家安全觀是具有強(qiáng)大生命力,并根據(jù)國內(nèi)國際形勢(shì)的變化適時(shí)進(jìn)行優(yōu)化與調(diào)整,具有發(fā)展性的特點(diǎn)。習(xí)近平國家安全觀在理論上提出了“總體國家安全觀”這一理論,為馬克思主義國家安全理論注入強(qiáng)大生命力,是維護(hù)國家安全的科學(xué)指南;注重立法及法治保障;更加注重網(wǎng)絡(luò)及信息安全。
[Abstract]:Peace and development are still the themes of our times, but the uncertainties in the world are on the rise, the international situation is uncertain, the risks are frequent and the crises are constant. As the largest developing country in the world, China is walking in the crucial period of realizing the great journey of national rejuvenation, and is facing the double challenges of reshaping the international order and entering the critical period and deep water area of domestic reform. In terms of international factors, the international security situation is very complicated. The traditional world order, led by the United States, has quietly changed; violent terrorist acts are still rampant; Europe, Asia and Africa are facing a grim anti-terrorism situation; and the security situation around our country is complex and changeable. Presents a number of geographical directions at the same time unstable situation; financial turmoil, stock exchange market black swan incidents. In terms of domestic factors, corruption and other problems seriously threaten the political security of our country; the imbalance of economic development and the widening gap between the rich and the poor affect economic security; the separatist forces seriously endanger the national security of our country. In this way, national security in the context of old and new problems, opportunities and challenges. Since the 18th National Congress of the Party, the CPC Central Committee, with Xi Jinping as its core, has actively adapted to the new changing and new trend of the international and domestic security environment, and inherited and developed the Mao Zedong? Deng Xiaoping? Jiang Zemin? On the basis of Hu Jintao's national security thought, the overall national security concept is put forward, and the national security road with Chinese characteristics is formed preliminarily. The national security concept of Xi Jinping constructs a national security system involving various security fields, which is a kind of advanced and non-traditional national security concept. The concept of national security of Xi Jinping takes China, a nation state, as the carrier, strives to realize the goal of "two hundred years", and has the characteristics of nationality, and takes the security of the people as the gist of national security for the first time, and has the characteristics of people. The background of Xi Jinping's national security concept puts forward that the development is closely related to the pace of the times and has the characteristics of the times, and reveals the integrity and comprehensiveness of national security, that is, all aspects related to national security have systematic characteristics. The concept of national security of Xi Jinping has strong vitality, and according to the changes of domestic and international situation, it is timely optimized and adjusted, and has the characteristics of development. The national security concept of Xi Jinping puts forward the theory of "overall national security" theoretically, which injects strong vitality into Marxist national security theory and is a scientific guide to safeguard national security.
