【摘要】： 伴隨著社會(huì)政治、經(jīng)濟(jì)和科技的高速發(fā)展,犯罪態(tài)勢(shì)也隨之發(fā)生變化。為了更好地保障人民群眾的生產(chǎn)生活安全,構(gòu)建和諧社會(huì),公安機(jī)關(guān)和相關(guān)學(xué)者需要研究新形勢(shì)下刑事案件的發(fā)案規(guī)律,根據(jù)發(fā)案規(guī)律和特點(diǎn)調(diào)整布置警力資源,最大效率地提高刑事案件的防控能力,做到警力資源的有的放矢。為了探求刑事案件的發(fā)案規(guī)律,從而科學(xué)高效地配置警力,實(shí)現(xiàn)事前預(yù)防和精確打擊,本文做了如下的工作： (1)在界定公安管轄的刑事案件的數(shù)據(jù)內(nèi)容及確定本文研究的刑事案件數(shù)據(jù)的分類原則基礎(chǔ)上,對(duì)刑事案件的數(shù)據(jù)內(nèi)容進(jìn)行了分類整理,并分析了刑事案件的數(shù)據(jù)特征,總結(jié)歸納了刑事案件數(shù)據(jù)應(yīng)用中存在的問題。 (2)為了描述刑事案件各方面的指標(biāo)與要素,支持多源、異構(gòu)數(shù)據(jù)的整合以及數(shù)據(jù)的深層挖掘與分析,構(gòu)建了公安刑事案件本體；并基于所構(gòu)建的公安刑事案件本體,采用訪談法,將領(lǐng)導(dǎo)與基層干警作為訪談對(duì)象,相應(yīng)地分兩個(gè)階段進(jìn)行了訪談,從而進(jìn)一步明確了公安刑事案件防控中的問題,確定了重點(diǎn)分析的指標(biāo)范圍；之后,為了有效地支持公安刑事案件相關(guān)數(shù)據(jù)的深層次分析與挖掘,從架構(gòu)角度,提出了基于本體的數(shù)據(jù)整合方法。 (3)針對(duì)公安刑事案件本體中各類間的attribute-of關(guān)系,提出了面向刑事案件的多維關(guān)聯(lián)分析模型,并給出了相應(yīng)的算例；針對(duì)刑事案件本體中各類間的kind-of關(guān)系,提出了面向刑事案件的多層關(guān)聯(lián)分析模型,并給出了相應(yīng)的算例；針對(duì)關(guān)聯(lián)挖掘結(jié)果中所存在的大量冗余或現(xiàn)實(shí)指導(dǎo)意義不強(qiáng)的關(guān)聯(lián)規(guī)則的問題,提出了一種基于語義規(guī)則的刑事案件關(guān)聯(lián)規(guī)則過濾方法。基于所明確的分析指標(biāo),綜合利用上述模型與方法,進(jìn)行了大連市刑事案件應(yīng)用實(shí)例的關(guān)聯(lián)規(guī)則挖掘與結(jié)果分析。 (4)在分析原有案件防控警務(wù)模式的基礎(chǔ)上,基于所構(gòu)建的刑事案件本體和所確定的分析指標(biāo),利用統(tǒng)計(jì)分析和關(guān)聯(lián)分析等數(shù)據(jù)挖掘手段與方法,提出了刑事案件防控警務(wù)模式的構(gòu)建模型。并將該模型應(yīng)用到大連市的案件防控實(shí)踐中,詳盡設(shè)計(jì)了圍繞高發(fā)案時(shí)間段的“實(shí)效巡邏”警力投放模式、基于高發(fā)案地區(qū)和部位的“重點(diǎn)防控”模式、基于高發(fā)案人群的“精確管理”模式和基于被盜、搶、騙涉案物品的“動(dòng)態(tài)防控模式”四種新型的案件防控警務(wù)模式。這些新型防控警務(wù)模式在大連市的應(yīng)用結(jié)果表明,它可以有效地遏制案發(fā)增長(zhǎng)趨勢(shì)并提高相關(guān)類型案件的破案率。
[Abstract]:With the rapid development of social politics, economy and science and technology, the crime situation has also changed. In order to ensure the safety of the people's production and life and build a harmonious society, public security organs and relevant scholars need to study the law of criminal cases in the new situation and adjust the police resources according to the law and characteristics of the crime. To improve the ability of prevention and control of criminal cases effectively and achieve a definite target for police resources, in order to find out the law of criminal cases, so as to scientifically and efficiently deploy police force and realize pre incident prevention and accurate strike, the following work has been done.
(1) on the basis of defining the data content of criminal cases of public security jurisdiction and determining the classification principle of the data of criminal cases studied in this paper, the data content of criminal cases is classified and classified, and the data characteristics of criminal cases are analyzed, and the problems in the application of criminal cases are summarized and summarized.
(2) in order to describe the indicators and elements of all aspects of criminal cases, support multi source, heterogeneous data integration and the deep mining and analysis of the data, the public security criminal case ontology is constructed. Based on the construction of the public security criminal case ontology, the interview method is adopted to take the leadership and the basic level police as the interviewees, and then be divided into two stages accordingly. In order to effectively support the deep analysis and mining of the relevant data of public security criminal cases, the method of data integration based on the ontology is put forward, in order to effectively support the deep analysis and mining of the relevant data of public security criminal cases.
(3) in view of the attribute-of relations among the public security criminal cases, a multi-dimensional correlation analysis model for criminal cases is proposed and the corresponding calculation examples are given. In view of the kind-of relations among the various criminal cases, a multi-layer relational analysis model for criminal cases is proposed, and the corresponding calculation examples are given. This paper presents a filtering method of association rules for criminal cases based on semantic rules, which is based on semantic rules, and uses the above models and methods to carry out the mining of association rules for the application examples of criminal cases in Dalian. The results were analyzed.
(4) on the basis of the analysis of the original case prevention and control policing mode, based on the construction of the criminal case ontology and the determined analysis index, using the data mining methods and methods, such as statistical analysis and correlation analysis, the construction model of the criminal case prevention and control policing model is put forward, and the model is applied to the case prevention and control practice in Dalian. Based on the "key prevention and control" mode of the high case area and part, the "accurate management" model of the high case population and the "dynamic prevention and control mode" based on the stolen, robbed, and deceived items are four new prevention and control policing mode based on the "key prevention and control" mode of the high case area and part of the high case. The application of police control mode in Dalian shows that it can effectively curb the growth trend of cases and improve the detection rate of related cases.
