【摘要】：新疆生產(chǎn)建設(shè)兵團(tuán)(以下簡稱兵團(tuán))作為黨政軍企合一的特殊社會組織,長期以來在新疆發(fā)揮著屯墾所能的特殊職能,在穩(wěn)定邊疆建設(shè)邊疆上發(fā)揮了其他組織無法替代的巨大作用。不謀萬世者不足以某一時,不謀全局者不足以謀一域,兵團(tuán)的作用與發(fā)展,必須放在國家穩(wěn)定發(fā)展和中華民族共同進(jìn)步的背景下進(jìn)行認(rèn)真思考。兵團(tuán)在新疆的活動對新疆經(jīng)濟(jì)發(fā)展與社會穩(wěn)定有重要作用,而新疆的穩(wěn)定與發(fā)展則關(guān)系國家穩(wěn)定發(fā)展大局,所以應(yīng)對兵團(tuán)屯墾戍邊,維護(hù)新疆穩(wěn)定的理論進(jìn)行詳細(xì)歸納總結(jié),對兵團(tuán)當(dāng)前維穩(wěn)能力建設(shè)不足進(jìn)行分析,找出可行增強(qiáng)維穩(wěn)能力辦法,為將來兵團(tuán)維穩(wěn)能力增強(qiáng)提供可靠指導(dǎo)借鑒。伴隨目前國家綜合實(shí)力加強(qiáng),新疆周邊國際局勢日益復(fù)雜,一方面,新疆所面臨的安全威脅已由原先可能的外部武裝入侵的傳統(tǒng)威脅轉(zhuǎn)化為暴力恐怖為主的非傳統(tǒng)威脅;另一方面,經(jīng)過新中國建立以后60多年的飛速發(fā)展,新疆的經(jīng)濟(jì)、社會、文化等各個方面都有了翻天覆地的變化,這些新變化對新疆穩(wěn)定發(fā)展局面形成了新的挑戰(zhàn)。面對新疆的變化,兵團(tuán)要更好履行國家賦予的屯墾戍邊使命,更好發(fā)揮維護(hù)新疆穩(wěn)定作用,就必須在推動自身綜合發(fā)展基礎(chǔ)上,以城鎮(zhèn)化、新型工業(yè)化與現(xiàn)代農(nóng)業(yè)為切入,在新疆經(jīng)濟(jì)與社會發(fā)展中,真正起到引領(lǐng)示范的帶動作用。要充分發(fā)揮兵團(tuán)在政治、經(jīng)濟(jì)、社會、文化、軍事各方面的作用力,使這些作用力相互配合真正作用于維護(hù)新疆穩(wěn)定與發(fā)展的統(tǒng)一目標(biāo)點(diǎn)。本文由緒論、三章正文、結(jié)語三部分構(gòu)成,緒論部分主要闡述了本篇文章的選題背景及意義,對國內(nèi)外相關(guān)問題研究成果進(jìn)行梳理歸納,對本文研究思路、方法等問題進(jìn)行闡述。對新疆兵團(tuán)與維穩(wěn)概念進(jìn)行界定。正文部分就兵團(tuán)維護(hù)新疆穩(wěn)定進(jìn)行系統(tǒng)闡述,其中第一部介紹兵團(tuán)維穩(wěn)的歷史與當(dāng)前現(xiàn)實(shí)概況,包括歷代中央領(lǐng)導(dǎo)人對兵團(tuán)維護(hù)穩(wěn)定的指導(dǎo)思想,兵團(tuán)維護(hù)新疆穩(wěn)定的歷史貢獻(xiàn),兵團(tuán)維護(hù)新疆穩(wěn)定的歷史經(jīng)驗(yàn)特點(diǎn),兵團(tuán)維穩(wěn)建設(shè)的大體概況,兵團(tuán)維護(hù)新疆穩(wěn)定面臨的挑戰(zhàn);第二部分對當(dāng)前維穩(wěn)工作存在的問題進(jìn)行分析,在對調(diào)研資料進(jìn)行分析的基礎(chǔ)上,將維穩(wěn)工作中存在的不足整合在隊(duì)伍、經(jīng)濟(jì)、管理三方面進(jìn)行分條闡述;第三部分針對兵團(tuán)維穩(wěn)工作中存在問題提出對策,針對第二部分所羅列出的問題,依然從隊(duì)伍、經(jīng)濟(jì)、管理三方面切入,找到解決相對應(yīng)問題的方法,得到最后的結(jié)論。
[Abstract]:The Xinjiang production and Construction Corps (hereinafter referred to as the Corps), as a special social organization that integrates the party, the government, the military and the enterprise, has long played a special role in Xinjiang. It has played an irreplaceable role in stabilizing the border areas. The role and development of the corps must be seriously considered under the background of the stable development of the country and the common progress of the Chinese nation. The activities of the Corps in Xinjiang play an important role in the economic development and social stability of Xinjiang, and the stability and development of Xinjiang have a bearing on the overall situation of stable development of the country. Therefore, the theory that the Corps should open up and defend its borders and maintain Xinjiang's stability should be summarized and summarized in detail. Based on the analysis of the insufficient construction of the ability of maintenance and stability of the Corps at present, a feasible method of enhancing the ability of maintenance and stability is found out, which can provide reliable guidance and reference for the enhancement of the ability of maintenance and stability of the Corps in the future. With the strengthening of national comprehensive strength, the international situation around Xinjiang is becoming more and more complicated. On the one hand, the security threat faced by Xinjiang has changed from the traditional threat of possible external armed invasion to the non-traditional threat of violent terror. On the other hand, after more than 60 years of rapid development after the founding of New China, Xinjiang's economy, society, culture and other aspects have undergone earth-shaking changes, these new changes have posed a new challenge to the stable development of Xinjiang. In the face of the changes in Xinjiang, in order to better carry out the mission entrusted by the state to open up land and defend the frontier, and to play a better role in maintaining Xinjiang's stability, it is necessary to take urbanization, new industrialization and modern agriculture as the key factors on the basis of promoting its comprehensive development. In Xinjiang's economic and social development, really play a leading role in demonstration. It is necessary to give full play to the forces exerted by the Corps in the political, economic, social, cultural and military fields, so that these forces can cooperate with each other and truly act on the unified goal of safeguarding the stability and development of Xinjiang. This paper consists of three parts: introduction, three chapters text, conclusion. The introduction part mainly expounds the background and significance of this article, summarizes the research results of related issues at home and abroad, and summarizes the research ideas of this paper. Methods and other problems are expounded. The concept of Xinjiang Corps and maintenance stability is defined. The first part introduces the history and current situation of the stability of the Corps, including the guiding ideology of the leaders of the past dynasties to maintain the stability of the Corps. The historical contribution of the Corps to the maintenance of stability in Xinjiang, the historical characteristics of the Corps in maintaining stability in Xinjiang, the general situation of the stability construction of the Corps, the challenges faced by the Corps in maintaining stability in Xinjiang; the second part analyzes the problems existing in the current work of maintaining stability. On the basis of the analysis of the investigation data, the shortcomings of maintenance and stability work are integrated into three aspects: team, economy and management. The third part puts forward the countermeasures to the problems existing in the maintenance and stability work of the Corps. In view of the problems listed in the second part, we still cut into the three aspects of team, economy and management, find the solution to the corresponding problems, and get the final conclusion.
