【摘要】： 當(dāng)前,高等職業(yè)教育正在我國(guó)蓬勃發(fā)展,對(duì)它的各個(gè)方面進(jìn)行的研究也比較熱。司法警官類高職院校大多是從20世紀(jì)90年代末開(kāi)始由各司法警察學(xué)校升格而成,當(dāng)前正處于成長(zhǎng)和轉(zhuǎn)型期。其在人才培養(yǎng)和專業(yè)設(shè)置等方面都取得了可喜的成績(jī),但也面臨著許多問(wèn)題和困惑。對(duì)司法警官類高職院校的培養(yǎng)模式進(jìn)行剖析和研究,具有十分重大的理論研究和實(shí)踐指導(dǎo)意義。 筆者在充分占有文獻(xiàn)資料的基礎(chǔ)上,結(jié)合在學(xué)校從事管理工作的實(shí)際感知和切身體驗(yàn),以湖南司法警官職業(yè)學(xué)院辦學(xué)實(shí)踐為例,對(duì)當(dāng)前司法警官職業(yè)院校培養(yǎng)模式進(jìn)行全面系統(tǒng)研究。司法警官教育具有突出的法律性、教育性和強(qiáng)制管理性,承擔(dān)著為監(jiān)獄勞教事業(yè)發(fā)展輸送人才,弘揚(yáng)和培育、傳播和發(fā)展法制精神的責(zé)任。在中國(guó)監(jiān)獄管理體制正處于重大變革的臨界點(diǎn)和關(guān)鍵時(shí)期,司法警官職業(yè)院校體現(xiàn)出文明化、法制化、科學(xué)化和專業(yè)化的發(fā)展方向。 當(dāng)前司法警官類職業(yè)院校培養(yǎng)模式具有其合理性,但隨著教育的發(fā)展,社會(huì)的進(jìn)步暴露出越來(lái)越多的問(wèn)題,具體表現(xiàn)在:(一)培養(yǎng)目標(biāo)缺乏創(chuàng)新意識(shí);(二)教學(xué)機(jī)構(gòu)設(shè)置的壟斷性和內(nèi)設(shè)教學(xué)機(jī)構(gòu)的部門(mén)化;(三)公務(wù)員管理體制和人事制度的警務(wù)一體化;(四)教師內(nèi)部缺少危機(jī)感和競(jìng)爭(zhēng)性;(五)課程設(shè)置和教學(xué)方法的學(xué)科適應(yīng)性不強(qiáng);(六)課程考核制度流于形式。 筆者在對(duì)司法警官類職業(yè)院校培養(yǎng)模式與其他相關(guān)院校培養(yǎng)模式進(jìn)行比較研究的基礎(chǔ)上,有針對(duì)性的提出了重塑與完善司法警官類職業(yè)院校培養(yǎng)模式的策略,對(duì)司法警官教育的進(jìn)行重新定位。首先,調(diào)整培養(yǎng)目標(biāo);其次,更新課程設(shè)置;第三,拓展培養(yǎng)途徑;第四,提高教師素質(zhì);第五,嚴(yán)格評(píng)價(jià)標(biāo)準(zhǔn)。
[Abstract]:At present, higher vocational education is booming in our country, and the research on all aspects of it is also hot. Most of the higher vocational colleges of judicial police officers have been upgraded from various judicial police academies since the end of 1990s, and are now in the period of growth and transformation. It has made gratifying achievements in personnel training and professional setting, but it also faces many problems and puzzles. It is of great theoretical and practical significance to analyze and study the training mode of higher vocational colleges of judicial police officers. On the basis of the full possession of the literature, the author takes the practice of running a school in Hunan Judicial Police Vocational College as an example, combining with the actual perception and personal experience of the management work in the school. This paper makes a comprehensive and systematic study on the training mode of the current judicial police officers' vocational colleges. The education of judicial police officers is of prominent legal, educational and compulsory management, and is responsible for the development and transmission of talents and the promotion, cultivation, dissemination and development of the spirit of the legal system for the development of the prison education through labor service. In China, the prison management system is at the critical point and critical period of great change, the professional colleges and universities of judicial police officers embody the development direction of civilization, legalization, science and specialization. The current training model of judicial police officers' vocational colleges has its rationality, but with the development of education, the progress of society has exposed more and more problems. It is manifested in: (1) lack of innovative consciousness in training objectives (2) monopolization of the establishment of teaching institutions and sectionalization of internal teaching institutions (3) the integration of the civil service management system and the personnel system (4) the integration of the public service management system and the personnel system (4) among teachers Lack of sense of crisis and competitiveness (5) the subject adaptability of curriculum design and teaching methods is not strong (6) the system of curriculum assessment is just a formality. On the basis of the comparative study on the training model of judicial police officers' vocational colleges and other related colleges, the author puts forward the strategies of reshaping and perfecting the training models of judicial police officers' vocational colleges. Reorienting the education of judicial police officers. First, adjust the training objectives; secondly, update the curriculum; third, expand the training approach; fourth, improve the quality of teachers; fifth, strict evaluation criteria.
