【摘要】：將信息技術(shù)運(yùn)用于城市道路交通管理是提高管理效果的重要手段,但是城市道路交通管理信息化在建設(shè)觀念、重視程度、管理體制、建設(shè)資金、法律體系、建設(shè)規(guī)劃等方面也存在問題,嚴(yán)重影響了城市道路交通管理信息化建設(shè)與發(fā)展。 中山市地處珠三角南部，南接珠海，，北接廣州，是珠三角地區(qū)車輛互通的重要交通走廊。中山市經(jīng)濟(jì)條件比較發(fā)達(dá)，同時中山市的道路交通運(yùn)輸也面臨著突出的矛盾。所以為了更好地解決道路交通運(yùn)輸問題，除了新建必要的道路，完善路網(wǎng)布局，還要對道路交通的管理進(jìn)行有效的加強(qiáng)，并且要對交通運(yùn)輸?shù)墓芾硭目萍己窟M(jìn)行增強(qiáng)，除此之外還要不斷的擴(kuò)展中山市公安機(jī)關(guān)對于道路交通管理的能力，公安機(jī)關(guān)要向科技要警力、向科技要效率，這才能有效的確保中山市道路交通的安全暢通，是解決中山市道路交通中存在問題最為有效的途徑之一。 本文旨在從中山市的道路交通管理信息化的相關(guān)理論來著眼，從考察公安機(jī)關(guān)的交通管理信息化主要的內(nèi)容以及管理信息化的依據(jù)和發(fā)展趨勢，來回顧中山市的公安交通管理信息化建設(shè)的發(fā)展的歷程與未來發(fā)展的形式。本文還從國內(nèi)外各地方的交通管理信息化的先進(jìn)做法中，去客觀的分析了中山公安在交通管理信息化中存在的問題，以及根據(jù)國內(nèi)外有經(jīng)驗(yàn)的國家提出的條例來對中山市在交通管理信息化中存在的問題提出解決的策略。我認(rèn)為本課題的創(chuàng)新之處就在于本課題沒有像以往的研究一樣，只是從相關(guān)的文獻(xiàn)中去對中山市交通管理信息化去進(jìn)行研究。而是在結(jié)合了中山市的交通管理工作與現(xiàn)狀的前提下，從以人為本、執(zhí)法為民的角度，在與信息化管理相結(jié)合中，提出了中山市公安交通管理信息化的發(fā)展對策。采用實(shí)證分析法，即通過對國內(nèi)外交通管理信息化建設(shè)現(xiàn)狀的綜合評價(jià)與實(shí)證分析，查找現(xiàn)今中山市交通管理信息化工作存在的不足和主要癥結(jié)。還通過對中山市公安交通管理信息化存在問題的探究，總結(jié)歸納出以促進(jìn)交通管理事業(yè)發(fā)展，實(shí)現(xiàn)交通管理信息化為目的的行業(yè)信息化采取的對策，以及保障措施等主要結(jié)論。
[Abstract]:The application of information technology to urban road traffic management is an important means to improve the management effect. However, urban road traffic management information system is in the construction concept, the degree of attention, the management system, the construction fund, the legal system, There are also problems in construction planning, which seriously affect the information construction and development of urban road traffic management. Zhongshan is located in the south of the Pearl River Delta, Zhuhai in the south and Guangzhou in the north. Zhongshan City's economic conditions are relatively developed, at the same time, Zhongshan's road transportation is also faced with prominent contradictions. Therefore, in order to better solve the problem of road transportation, in addition to building new necessary roads, perfecting the layout of road networks, effectively strengthening the management of road traffic, and enhancing the scientific and technological content of the management of traffic and transportation, In addition, we must constantly expand the ability of public security organs in Zhongshan to manage road traffic. Public security organs should ask for police force from science and technology and efficiency from science and technology in order to effectively ensure the safety and smooth flow of road traffic in Zhongshan City. It is one of the most effective ways to solve the problems in road traffic in Zhongshan City. The purpose of this paper is to focus on the relevant theories of road traffic management informatization in Zhongshan City, and to investigate the main contents of traffic management informatization of public security organs and the basis and development trend of management informatization. To review the public security traffic management information construction in Zhongshan City the development of the course and the future development of the form. This paper also analyzes objectively the problems existing in traffic management informatization in Zhongshan public security from the advanced methods of traffic management informatization in various places at home and abroad. According to the regulations put forward by the experienced countries at home and abroad, this paper puts forward some strategies to solve the problems existing in traffic management informatization in Zhongshan City. I think the innovation of this subject lies in the fact that the subject is not like previous research, but only from the relevant literature to Zhongshan City traffic management information to study. On the premise of combining the traffic management work and the present situation of Zhongshan City, this paper puts forward the development countermeasures of traffic management informatization in Zhongshan City from the point of view of people-oriented and law enforcement for the people, and the combination of information management and information management. Through the comprehensive evaluation and empirical analysis of the present situation of traffic management information construction at home and abroad, this paper finds out the shortcomings and main sticking points of traffic management informatization in Zhongshan City. Through the research on the problems of traffic management informatization in Zhongshan city, the author summarizes the countermeasures and the guarantee measures to promote the development of traffic management and realize traffic management informatization.
